SITE LOCATION: Martin Luther King, Jr. National Historical Park 450 Auburn Avenue, NE Atlanta, GA 30312. PROJECT TITLE: Provide all material, labor, and supervision is to repair and repave the parking lots at Ebenezer Baptist Church and Fire Station. The paving has been in place for nearly 20 years which is beyond the life cycle for asphalt. The work shall consist of applying a preventive maintenance action to the parking lot surface that includes minor spot repairs (patching), crack sealing and the application of a surface seal or non-structural overlay at Martin Luther King, Jr. National Historic Site Atlanta, Georgia per the specification, drawings, and other supporting documents. Project Magnitude: The magnitude of this project is $25,000.00 to $100,000.00. The NAICS code is 237310; Highway, Street, and Bridge Construction with a small business size of $45,000,000.00. The PSC is Z2LB; Repair Or Alteration Of Highways/roads/streets/bridges/railways. In accordance with FAR Part 28, performance and payment bonds are required at 100% of the contract price and must be submitted within ten (10) days of receiving the award. A certificate of insurance is required, and coverage must be at a minimum of: $100,000 per person; $500,000 per occurrence; and $1,000,000 per property and must be submitted within 10 calendar days of receipt of the award. All questions regarding this solicitation must be submitted in writing to the Contracting Officer. Questions must be submitted by 29 June 2023 at 1:00 P.M. Eastern Time. Questions submitted after this time may NOT be considered. A. The Martin Luther King Jr. National Historical Park (MALU) covers about 35 acres and includes several sites in Atlanta, Georgia related to the life and work of civil rights leader Martin Luther King Jr. Within the park is his boyhood home, and Ebenezer Baptist Church -- the church where King was baptized and both he and his father, Martin Luther King Sr., were pastors -- as well as, the grave site of King, Jr., and his wife, civil rights activist Coretta Scott King. The park is administered by the National Park Service and has a visitor's center and museum. B. This Statement of Work (SOW) consists of repairing and rehabilitating the asphalt pavement at several parking areas within MALU. Work activities include removing damaged and deteriorated and placing new asphalt pavement, restriping parking spaces, installing accessible parking symbols, removing and installing wheel stops, removing and installing bollards, and placing and maintaining temporary traffic control. C. It is the responsibility of the contractor to understand, apply, and obtain the necessary permits required by the City of Atlanta to perform the work of this project. The necessary permits may be but not limited to the following: construction permit, lane closure permit, sidewalk closure permit, hauling route permit, disposal permit, etc. D. See PRICE SCHEDULE for required work and elective work. E. All, some, or none of the elective work may be included in the project as authorized by the Contracting Officer (CO). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
