The Town of Peace River is seeking a qualified consultant to provide engineering and project management services annually to overlay asphalt pavement and replace concrete within the road, sidewalk and trail networks. The Town anticipates replacing an estimated 1,500m of asphalt and an estimated 1,000m of sidewalk within the Town limits over the course of 3 years. The annual budget includes funds for an Annual Overlay Program, Patch Replacements necessitated by damage caused by underground works over the last year, and Patch Replacements identified by Administration through operations and concerns from residents. The annual budget is subject to approval by Town Council but is anticipated to be between $500,000 and $600,000 for asphalt pavement and $130,000 to $160,000 for concrete each year. The 2023 budget has been approved. A list of locations and approximate quantities, provided in the project scope , have been identified to inform the Annual Overlay Program, Patch Replacement, and the Annual Trail Overlay Program. The project is expected to evolve year-to-year as new work scopes arise. The work is expected to be broken up into: 2023 Annual Overlay Program: 91st Street from 107th Ave until 111th Ave; Patch Replacements from underground works: occurred since October 2022; Patch Replacement: Identified by Administration & the Consultant; and Perform Trail assessment and determine Annual Trail Overlay Program based on available construction budget. 2024 Annual Overlay Program: 73rd Avenue from 99th Street until 100th Street; Patch Replacements from underground works: occurred since October 2023; Patch Replacement: Identified by Administration & the Consultant; and Annual Trail Overlay Program. 2025 Annual Overlay Program: 91st Street from 111th Ave until 92nd St, and, as a deletable item, 91st Street from 92nd Street to end of cul-de-sac; Patch Replacements from underground works: occurred since October 2024; Patch Replacement: Identified by Administration & the Consultant; and Annual Trail Overlay Program. The Town is seeking to understand engineering and total construction costs for an upgrade to 91st St south of 92nd St until the end of the road from the existing gravel to an asphalt pavement with curb and gutter. The Town is looking for a deletable item for the cost of engineering. This item may be added as scope of construction work in 2025 pending budget approval. The Town is seeking to understand engineering costs for an assessment of the dyke trail along the east side of the Peace River within the Town of Peace River to facilitate the strategic maintenance of that asset, and to determine Trail Overlay priorities for 2023 to 2025. The Town is looking for a deletable item for the cost of engineering.
