The 56th Contracting Squadron, Luke AFB, Arizona is conducting market research to determine the existence of interested sources capable of providing non-personal services necessary to perform all operations required in connection with the project as specified in the Project Description below. This is not a Request for Proposal, but instead a market research method to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. See the attached draft Statement of Work for the general description, requirements, and specifications. The purpose of this notice is to assess whether the Government can set this requirement aside for Small Business or another socio-economic concerns such as Certified 8(a), Certified HUB Zone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) that have the skills, capabilities, and bonding necessary to perform the work required. All information provided will be used solely for the purposes of supporting market research and any set-aside decision. Additionally, the draft Statement of Work attached is available for comments to assist in refining the requirement. WORK DESCRIPTION The work includes all necessary effort, materials, and equipment to repair several airfield signs and obstruction lights (see attached draft Statement of Work). The contractor will remove, relocate, or add panels to correct sign discrepancies. Obstruction lights with be added to building 400 to warn pilots of presence of obstructions. The magnitude of the anticipated contract is valued between $500,000 and $1,000,000. The NAICS Code is 238210, the size standard is $19 million, and the Federal Supply Code is Y2BD, Electrical Contractors and Other Wiring Installation Contractors. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the prime contractor will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 75 percent subcontract amount that cannot be exceeded. CAPABILITY STATEMENT The following requests are designed to apprise the 56th Contracting Squadron, Luke AFB, AZ, of any prospective construction contractors' project execution capabilities.
