The scope of work includes, but is not limited to, improvements and/or upgrades the security infrastructure which are necessary given the aging condition of the current security systems and the diminishing availability of spare parts for maintenance. The primary focus of this project will be to rebuild/replace the secure door locks throughout the facility. The Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the project e-builder solicitation folder for instructions regarding Small Diverse Business and Veteran Business Enterprise participation. The Goals for SDB participation: 0% The Goals for VBE participation: 0% Interviews will be conducted with all short-listed firms. The short-listed professionals will be notified as to the date, time and location of the interviews. A Detailed Proposal will be requested from short-listed firms for this project. The following information will need to be provided: detailed resumes for key design and management personnel with references; the firms approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; an explanation of how the firm assures high quality bidding documents; examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; evidence of financial capability; a list of professional liability claims and/or legal actions within the last ten years and a non-binding fee proposal.
