**As of March 14 , 2024 , This project has been awarded to Kinsley Construction, with the awarded amount of $5,375,576.50.** This contract includes the construction of a new landfill disposal cell, designated as Cell 2, at Cecil County Central Landfill located at 758 E. Old Philadelphia Road, Elkton, Maryland. The new cell is located between two existing disposal areas known as Cell 1 and Cell 4/5. The new disposal cell will be a "valley fill". The soil/geosynthetic composite liner system for Cell 2 will overlay existing Cell 1 and tie-in to the existing Cell 4/5 liner systems. The project has several unique components that require the services of skilled contractors/subcontractors with experience in landfill construction and the unique features of valley fill disposal cells. Scope of Work The Scope of Work includes the following general components: 1. Installation of erosion and sediment controls; 2. Abandonment of existing Cell 1 sanitary sewer line to accommodate subgrade construction; 3. Installation of new Cell 1 replacement sanitary sewer line; 4. Modifications to existing LFG and leachate collection and conveyance infrastructure to accommodate Cell 2 construction, including existing cleanout extensions, relocations of LFG wellheads, and a new intermediate perimeter LFG header; 5. Earthwork to prepare Cell 2 subgrade; 6. Construction of a 12.5-acre valley fill and overlay including installation of clay subbase, geosynthetic clay liner, 60 mil textured HDPE geomembrane, 32 oz/sy cushion geotextile, aggregate drainage layer, and tie-ins to existing landfill liner systems; 7. Installation of HDPE leachate collection and conveyance piping, accessories, and connection to existing sewer system; and, 8. Installation of access road from Cell 4/5 to Cell 2.
