Site work, paving and outdoor lighting for a mixed-use development in Santa Barbara, California. Conceptual plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; road / highway; for outdoor lighting for a road / highway; and road / highway.
The City of Santa Barbara (City) is inviting statements of qualifications from interested consultant teams with specialties in civil engineering design, active transportation, landscaping, and environmental services for the Milpas Street Crosswalk Safety and Sidewalk Widening Project (ATP Project) and the Milpas Street Pavement Maintenance Project (Maintenance Project). The anticipated services to be provided by the Consultant shall include, but not be limited to, those listed below, and described in more detail in Attachment 4 (Scope of Work). The services include specific tasks as well as goals, which the Consultant is expected to strive to reach. The actual Scope of Work will be finalized in coordination with the highest ranked Consultant. The contract will be paid on the basis of fixed fees per task. Generally, payment shall be made for 100% completion of tasks and receipt of deliverables. Partial payment for progress on select tasks can be made based on negotiations with the Project Manager and shall be stipulated in the final Scope of Work for the associated tasks. The ATP Project includes the following safety enhancements: new curb extensions, high visibility crosswalks, additional lighting, accessibility improvements, widened sidewalks at street corners and transit stops, leading pedestrian intervals at signalized intersections, mast arm mounted Rectangular Rapid Flashing Beacons, and a median refuge at one non-signalized intersection. Three-foot-wide buffers will be added to the existing bike lanes between Cota and Canon Perdido Streets, as well as additional bicycle parking on Milpas Street. All the safety enhancements are intersection focused along Milpas between Quinientos and Canon Perdido Streets (Attachments 1 - 3: Location Map, Concept Plans and Photos of Existing Conditions). The Maintenance Project includes grind and overlay, significant sidewalk and accessibility repairs due to tree uplifts along Milpas between Hutash and Anapamu Streets. All the maintenance work besides the roadway repairs are focused between the intersection enhancements in the ATP Project area. Both the ATP and Maintenance Projects are combined as the two efforts need to be closely coordinated in design and construction phases. There will be one set of plans for both projects but all items pertaining to the ATP Project need to be noted for grant funding purposes. Notes The ATP Project is funded primarily by the State's Active Transportation Program with matching local monies from the City and the Maintenance Project is funded with Measure C local monies. All funds are from the State and local sources, therefore, compliance with the California Environmental Quality Act (CEQA) is required.
