The Lowell Housing Authority is seeking quotes for movers to carry out moving and/or
relocation services on an as needed basis. All apartments are located within the City of Lowell,
MA. Apartments range from studio to six bedrooms. Movers must be fully licensed and
bonded. Documentation will need to be submitted upon award. LHA will provide supplies and assistance to residents who need to pack items to prepare for
the moves. On some occasions, the moving company may need to provide supplies that LHA
may not have in stock. A list of the most common packing materials is provided in the bid
pricing form in this QSP. Relocation moving: Typically, residents pack and unpack their own belongings with
some assistance from LHA staff. On occasion, the contractor may be asked for
assistance with disassembling and packing of goods if there is a disability preventing
the resident from doing so. LHA will coordinate with the contractor should packing
services be needed. The contractor is to load, transport and unload resident goods for
relocation and moving services. The Contractor shall notify the Lowell Housing Authority of any damage to LHA property or
private property caused by the performance of work under this contract, including, but not
limited to damage to the grounds, trees, shrubbery, beds, sidewalks, driveways, parking lots,
vehicles, building exteriors, floors, walls, doorways, or elevators during the work. The
Contractor shall be responsible for repairs to or replacement of damaged property and timely
remediation of any water damage, at no additional cost to the Authority. At no time (without
prior permission from the Property Manager/designated official) is the Contractor allowed to
park vehicles/vans/trucks on the Authority's sidewalks, or walkways. Any damage to Authority
property as a result of improperly parked vehicles will be the responsibility of the Contractor. A contract shall be awarded pursuant to M.G.L. c. 30B to the responsive and responsible
bidder offering the lowest total price for all items. A responsible bidder possesses the skill,
ability, and integrity necessary to faithfully perform the work described herein. A responsive
bidder agrees to the terms of the QSP and ensuing contract and has properly submitted all
required documents and forms as a complete bid. LHA reserves the right to cancel this QSP or reject in whole or in part any and all quotes if
the HA determines that cancellation or rejection serves the best interests of the HA.
