Deadline for Inquiries - June 14, 2023 @ 10:00 AM Overview and Purpose of Request The Town of Fuquay-Varina is seeking qualified firms to provide professional engineering services for a recently awarded Asset Inventory and Assessment Grant funded through the NC Division of Water Infrastructure. Projects funded from the State Fiscal Recovery Funds established in S.L. 2021-180/S.L. 2022-74 must meet applicable federal law and guidance for the ARP funds. The Town anticipates selecting a firm to provide professional engineering services to assist the Town with completing an asset and inventory assessment of the collections system, collection system capacity model, a system asset management plan, and a capital improvement plan. The Town will use a variety of factors in the selection of qualified engineering firms including specific municipal engineering experience, references, and other details about the firms' abilities related to similar asset management projects. The Town of Fuquay-Varina invites and encourages participation in this procurement process by businesses owned by minorities, women, and disabled business enterprises and reserves the right to reject any and all RFQs. Scope of Services: o Gap analysis and collection of key attributes (size, age, material, invert elevations, etc.) for the Town's existing wastewater GIS to ensure adequate quality for hydraulic modeling. o Develop and calibrate a collection system model with flow meter data to determine Rainfall Derived Inflow and Infiltration (RDII). o Develop a master plan for addressing long term capacity needs. o Develop a GIS tool to display capacity analysis results. o Evaluate areas currently on septic. o Establish Consequence of Failure (COF) and Likelihood of Failure (LOF) scoring for each sewer main in the collection system. o Use COF and LOW to determine risk scores and remaining useful life for each sewer main asset. o Develop rehabilitation and renewal strategies with corrective actions. o Project future collection system rehabilitation and renewal needs with cost projections for a 50-year period.
