Site work and renovation of a mixed-use development in El Segundo, California. Completed plans call for the renovation of a military facility; and for site work for a sidewalk / parking lot.

The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, intends to issue a request for quotes to install dock levelers at the Los Angeles Animal Import Center in El Segundo. 1. Please refer any questions pertaining to this solicitation to Jim Roloff, contracting officer, at james.g.roloff@usda.gov. Additionally, email your quote by the date and time indicated in block 13 on the first page of this solicitation. 2. The appropriate Department of Labor wage determination for construction shall apply to any resultant contract (see attachment 1). 3. The estimated magnitude of this project is between $25,000 and $100,000. 4. USDA is exempt from sales tax: tax ID no. 41-0696271; tax exempt no. 471640000. 5. Submit the following items for award: A signed copy of the Standard Form 1442. Please complete block 14, including vendor name, address, phone number, Federal Tax ID number, and UEI; block 17, block 19 if applicable; and blocks 20a, 20b, and 20c. See Evaluation Factors for Award on page 22 for further information on what to include with your quote. 6. A site visit is scheduled for June 27 at 10 a.m. PT. See the provision on page 22 for details. Quoters must take steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to: - conditions bearing upon transportation, disposal, handling, and storage of materials; - the availability of labor, water, electric power, and roads; - the conformation and conditions of the ground; and - the character of equipment and facilities needed preliminary to and during work performance. Quoters shall also satisfy itself as to the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as this information is reasonably ascertainable from an inspection of the site, including all exploratory work done by the Government, as well as from any drawings and specifications made a part of this contract. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding, or representation is expressly stated in this contract. Location of Work: Los Angeles Animal Import Center, 222 Kansas St, El Segundo, CA 90245 Modification to existing hydraulic leveler on dock loading bay #3 1. Adjust current hydraulic leveler installed on dock loading bay #3. Lift must be moved four inches forward and the current 18-inch ramp lip must be replaced with a 20-inch ramp lip. a. The adjustments are needed for the currently installed hydraulic leveler to properly reach into refrigerated sea containers and eliminate a current six-inch reach deficit. b. The current reach deficit produces a substantial safety concern as it creates an instantaneous two-inch drop onto the leveler when offloading cargo from the containers. Uninstall current leveler and move forward four inches. Weld four-inch back plate to fill gap created by the moving forward of four inches. Install support base to extended leveler to ensure load capacity. Replace 18-inch ramp lip with a 20-inch ramp lip. Installation of new hydraulic leveler on dock loading bay #4 2. Installation of new hydraulic leveler to be installed in loading bay #4. a. Installation of hydraulic leveler will eliminate safety issues related to current mechanical leveler installed. b. Hydraulic leveler will adequately match recently purchased (enroute) loading dock bumpers and seals to be installed. Cut out 6-foot X 10-foot pit for leveler installation. Install high-capacity voltage wiring to accommodate required voltage. Install new hydraulic leveler with 24-inch lip. Offerors should contact only the Contracting Officer issuing the solicitation about any aspect of this requirement prior to contract award. *The value for this project is based on a financial range.
