This Request for Information (RFI) is is related to the groundwater supply systems. To solicit information, determine the level of market interest, market capacity to complete a large portfolio of projects and promote competition while affording firms the opportunity to provide valuable feedback to the Region in an informal and non-binding setting The Regional Municipality of York is located in the heart of the Greater Toronto Area (GTA) in Southern Ontario and is the only GTA Region without direct access to Lake Ontario. York Region is comprised of nine area municipalities covering approximately 1,776 square kilometres (686 square miles), stretching from the City of Toronto in the south to Lake Simcoe and the Holland Marsh in the north, and bounded by Peel Region in the west and Durham Region in the east. The dominant physical features of the Region are Lake Simcoe and the Oak Ridges Moraine, an east-west rolling topography, including forested areas, wetlands, and kettle lakes covering 500 square kilometres or 193 square miles. These features enhance the quality of life for the Region's residents, provide abundant recreational opportunities, and are a basis for tourism in the Region. The Region has rapidly grown from 166,060 people in 1971 to an estimated population of 1,156,000 as of mid-2015. York Region is responsible for the supply, production, treatment, storage and transmission of drinking water to its nine municipalities: Town of Aurora, Town of East Gwillimbury, Town of Georgina, Township of King, City of Markham, Town of Newmarket, City of Richmond Hill, City of Vaughan, and Town of Whitchurch-Stouffville. These local municipalities are responsible for distributing drinking water to residential, industrial, commercial and institutional customers within their communities. York Region's drinking water sources can be generally categorized as follows: Groundwater drawn from Regional aquifers Surface water drawn from Lake Ontario (provided through partnerships with the City of Toronto and the Regional Municipality of Peel (Peel Region)) Surface water drawn from Lake Simcoe This Request For Information (RFI) is related to the groundwater supply systems. Since the 1980s, the Region has used sodium silicate for sequestering iron and manganese in its groundwater systems. This sequestration has assisted in preventing drinking water aesthetic issues such as discolouration and deposition of sediment in the distribution system. More recently with groundwater and surface water blending, and other factors, managing chlorine residual has been more challenging, and the Region initiated a region-wide Groundwater Treatment Strategy Study (the GWTS Study). Objectives of the GWTS Study included finding solutions to address current drinking water system challenges and ensure long-term sustainability of future drinking water systems based on ground water supply sources. Completed in 2020, the GWTS Study included a comprehensive review of 33 wells in 21 facilities servicing the towns of Aurora, East Gwillimbury, King, Newmarket, Whitchurch-Stouffville and the City of Vaughan.
