Renovation of a municipal facility in Hillsboro, Oregon. Completed plans call for the renovation of a 42,000-square-foot municipal facility.

Summary Washington County recently purchased an office building located at 5250 NE Elam Young Parkway containing existing modular furnishings. The County would like to remodel this building and to reuse and reconfigure items for future use. The remaining furnishings will be either sold or designated surplus through the County process. Contractor must be licensed or certified to work on Teknion T/O/S systems furniture. Inventory of existing parts and design work for the new spaces must be completed by the end of construction documents development, estimated to be November 2023. The timeline for installation will be determined in collaboration with the general contractor and architect but is expected to be in late 2024 or early 2025. Term shall not exceed 5 years. 1.2. Background The existing building consists of 42,000 sq. ft. of primarily open office work areas and conference rooms. The space contains nearly 300 Teknion cubicles, approximately 5.5' by 5.5'. The building will be substantially renovated, splitting up the space into multiple suites with different use. Additionally, a second building has been purchased and will also use some of the cubicle systems to provide workspace for staff. Bids must contain: A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. Scope of work and/or specifications. Private office furnishings from existing County workspaces will also be relocated to the new sites. These items will need to be evaluated for fit into new offices and modified as needed. The cubicles will need to be modified to reach county standards including adding sit/stand desks and additional paneling. Each cubicle must be outfitted with a sit/stand work surface. Some cubicles will require the addition of transparent panels. The existing cubicles will need to be dismantled and removed from site during construction. Surplus items will need to be disposed, either through a government surplus process or resale. The workstations needed per building include approximately: Building 1 (Community Services Building located at 5250 NE Elam Young Parkway, Hillsboro Oregon): 38 private offices 80 cubicles 20 desks/hoteling stations Building 2 (Intensive Services Building located at 17911 NW Evergreen Place, Beaverton Oregon): 13 private offices 10 cubicles 9 desks/hoteling stations Washington County is seeking a contractor to provide the following: 1. Inventory existing cubicles and associated items (work tops & file cabinets) located at 5250 NE Elam Young Parkway, Hillsboro. 2. Work in collaboration with County staff and Holst Architecture staff in cubicle design for planned office space at 5250 NE Elam Young Parkway, Hillsboro and 17911 NW Evergreen Place, Beaverton. 3. Identify cubicle system parts that can be re-used in the new spaces. 4. Identify cubicle system parts that will need to be added to system to meet County requirements including the addition of sit/stand surfaces and transparent panels. 5. Determine surplus parts, assist in developing a disposition plan for items and work with the County surplus process. 6. Dismantle existing cubicles at 5250 NE Elam Young Parkway site. 7. Move reusable system parts to be retained during renovation (approx. 12 months) to a space either onsite or location designated by the County. 8. Transport reusable system parts to the Intensive Services Building located at 17911 NW Evergreen Place. 9. Assist in the planning of private office desk systems at both sites. 10. Assemble cubicles, hoteling stations and office systems following construction. 11. Re-fabric cubicle panels, as requested by County (approx. 350 10" panels ranging from 24" to 42" long). Provide fabric for cubicle panels (exclude cost, will be covered in item #13). 12. Secure new system parts as needed to meet County requirements, upon approval by County staff. 13. Supply new desk systems/parts as approved by County staff. Contractor must submit pricing for Teknion T/O/S furniture systems. 3.3. Qualifications Contractor must be an authorized dealer for the Teknion T/O/S system. 3.4. Timeline Inventory of existing parts and design work for the new spaces must be completed by the end of construction documents development, estimated to be November 2023. The timeline for installation will be determined in collaboration with the general contractor and architect but is expected to be in late 2024 or early 2025.
