construction budget ($56,220,000). Request for Qualifications (RFP 23024C) Design-Build Services for the Maritime Center project. Instructions to Respondents Project Information: Tacoma Public Schools (TPS or District) and the Port of Tacoma (Port) are requesting qualifications from firms interested in providing Design-Build (DB) services related to the design and construction of the Maritime Center project (Project). The alternative public works contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for this Project. This Project will utilize the Progressive Design-Build (PDB) delivery method. Firms with previous Design-Build experience or experience using a similar alternative construction delivery format are encouraged to apply. This Project is a partnership between TPS and the Port to utilize PDB project delivery to design and construct a Tacoma Maritime Center facility that will include a TPS Maritime Skills Center facility and Port Maritime Center facility. The resulting facility will provide spaces for both entities on the same Port-owned property. During the project, the Design-Builder will receive overall direction from designated representatives and consultants of TPS and the Port and will work collaboratively as a member of an integrated team to achieve the project objectives of each agency. In addition to TPS and the Port, the integrated team will include, but not be limited to, representatives from the Design-Build Consultant (Parametrix), external legal counsel Perkins Coie and Pacifica Law Group and other TPS and Port consultants. It is desired that the facility design will encourage public use of the building or buildings, surrounding outdoor areas and access to the waterfront. It is possible that the design of the facility may include either one integrated building serving both agencies, or separate buildings for each agency. TPS will be involved in the programming efforts specific to their portion of the facility. TPS desires to develop an educational/skills center facility that will specialize in programs and coursework that will focus on preparing students to enter the trades related to the maritime and logistics industries. The envisioned TPS facility would be designed to accommodate up to 300 students in a building area of 30-35,000sf. The program would include, but not be limited to, classroom/lecture spaces, lab/shop spaces, collaborative project work areas, offices, storage, warehousing, administrative and support functions. The Port facility will be designed to accommodate approximately 160 staff in a building of approximately 60,000sf. The facility will include, but not be limited to, a lobby, office spaces, conference rooms of various sizes, Port Commission meeting room, and support functions. In addition to the buildings the Project is anticipated to include extension of utilities, parking lots, walkways, landscaping, off-site improvements and other on-site and off-site amenities. The total Project budget is $73,000,000 which includes $35,000,000 in funding from TPS for its Maritime Skills Center facility and $38,000,000 in funding from the Port for its Maritime Center facility. The combined, anticipated GMP budget for design and construction is approximately $56,220,000. A Pre-submittal Project Information Meeting and Site Walk will be held in-person on June 15, 2023, beginning at 3:00pm (PST) at the Fabulich Center, 3600 Port of Tacoma Road - 1st Floor, Tacoma, WA 98424. The meeting is non-mandatory but prospective Design-Builders are encouraged to attend. Following the Pre-submittal Project Information Meeting and Site Walk, at the same location, from approximately 4:30-5:30pm (PST), the District and the Port will be sponsoring a Construction Trades Networking Event to familiarize potential contractors, subcontractors and suppliers with the Project's diversity, equity and inclusion goals and to allow them an opportunity to meet, network and market themselves to one another. Prospective Design-Builders, prime and lower tier subcontractors, MWE, WBE, SBE or other disadvantaged business and local business who are involved in the construction related trades are encouraged to attend.
