Ken Hansen, county facilities manager, said the contractor provided the lowest of four bids for this seismic stability project. Site work is set to start in late spring. Dawson’s bid of about $2.3 million is “right in the ballpark” of the county’s cost estimates, Hansen said. This project is largely funded through a state Heritage Capital grant, which preserves historic buildings. The county has been planning this project since a 2019 analysis showed the building had “severe seismic deficiencies,” due in no small part to the fourth floor that once housed the county jail. With its heavy iron cells and concrete construction, this floor is significantly heavier than those below it, making it liable to sway during an earthquake. In addition, the walls of the building’s elevator shaft are the only concrete walls that run from the bottom floor to the top, meaning in the event of an earthquake the building would pivot around that point. Many interior walls are made of hollow clay tile that would provide little stability in an earthquake, the report states. Consultants found extensive cracking in several walls, especially on the fourth floor. Because the courthouse needs to remain in use, construction will take place on nights and weekends, Hansen said. He said he’s excited the county has finally found a construction partner. “The longer we wait, the more expensive it gets,” Hansen said. Skagit County issued a first call for bids earlier this year, but receive no interest by the July deadline. Hansen said this time, after getting feedback from contractors, he gave prospective bidders more time and flexibility around the actual demolition. ----------------------------------------------------------------------------------------------------- The primary objective of this: project is to remove unused portions of the 4th floor reinforced concrete jail facility located on the roof of the 1924 Skagit County Courthouse. The Project consists of furnishing all labor, materials, and other incidentals to remove major portions of this rooftop jail structure The primary objective of this Project is to reduce the seismic demands on the three floors of the working Courthouse below. The Project includes retention of the existing stair, elevator, and mechanical room equipment servicing the floors below. All existing roof assemblies and a Cooling Tower will be removed. and replaced as part of the Work As the Courthouse will be in use during the construction period. the existing cooling tower and select plumbing equipment in mechanical room shall remain operable during working hours of the Courthouse. Additionally, all work on project causing noise odors or air-borne debris shall be performed only when the Courthouse is not in use. Make bid security payable to the Skagit County, a Municipal Corporation, furnish bond executed by a licensed bonding agency authorized to do business in the locality of the Project. RIGHT TO ACCEPT OR REJECT The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or informalities in any proposal, subject to the Laws of the State of Washington as pertinent to Public Works and congruent with requirements and policies of Skagit County, and as may be deemed in the best interest of the Owner. In particular, the Owner reserves the right to reject a proposal which is not accompanied by the required bid security or subcontractors listing as described heretofore, and incomplete or irregular proposals which may exclude any item(s) as may be required by the Bid Documents. NO PROPOSALS WILL BE ACCEPTED AFTER THE TIME SET FOR RECEIPT OF BID PROPOSALS
