The County of Somerset is soliciting proposals through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq. Sealed responses will be received for: Professional Engineering Services for Preliminary Engineering of the Replacement of Valley Road (Cr 512) Bridge Over the Passaic River Somerset County Bridge No. H1110 / Morris County Bridge No. 1400-539 Township of Bernards, Somerset County Township of Long Hill, Morris County RFP #: CY-COM-9002-23 The County of Somerset (lead agency) and the County of Morris, through a federally funded Local Capital Project Delivery (LCPD) Program administered by North Jersey Transportation Planning Authority (NJTPA), have, in close cooperation with New Jersey Department of Transportation (NJDOT) Local Aid District 3, undertaken the replacement of Valley Road Bridge to address structural deficiencies to provide a safe and efficient bridge crossing in conformance with current AASHTO, NJDOT, and Somerset / Morris County design standards and policies. The Local Concept Development (LCD) phase of the LCPD Program for the replacement of Valley Road Bridge has been recently completed and the project has been approved to advance to the Local Preliminary Engineering (LPE) phase. The County of Somerset is seeking a qualified consultant to successfully complete the LPE Phase of the project to be eligible to receive Federal funding for Final Design (FD) and Construction in accordance with the NJTPAs LCPD Program. The selected consultant will be required to comply with all applicable Federal and State regulations and contracting provisions required by the Federal and State funding authorities and the County of Somerset. The proposer shall submit information regarding DBE participation for the project and describe how the goal of a minimum of 13.23% on this project will be accomplished. DBE firms must be NJDOT approved. Through this RFP, the County of Somerset is seeking to engage one firm to provide professional consultant services for a County of Somerset project. The contract will be for the Replacement of Valley Road (CR 512) Bridge over the Passaic River, in the Township of Bernards, Somerset County and Township of Long Hill, Morris County. The major objective of the PE Phase is to further develop and refine the PPA with the detail necessary to secure the approval of the environmental document and a Design Exception Report. Release of all documents requires receipt of a form of identification from the requesting individual and Company information. [Examples: Company ID/Business Card] All information is subject to verification Deadline for receipt of questions is Friday, June 2, 2023 at 4:00 p.m. All questions must be in writing via email or fax to the County Purchasing Agent. The source of funding for this project is provided through a federal grant from the FHWA. The award of this project is subject to the availability of funds and pending authorization from FHWA and NJDOT. The selection process that will be utilized is a Qualifications Based Selection Process in accordance with the Federal Brooks Act. Each technical proposal received by the stipulated cut-off date, and which meets the prequalification requirements stipulated herein, will be evaluated by a consultant selection committee. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jerseys Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request. Cost plus fixed fee with the NJDOT approved overhead rates are to be used when preparing the Cost Proposal. Cost Proposals shall be submitted in a sealed envelope and separate from the Technical Proposal. Any RFP Addenda will be issued on the website and processed in accordance with N.J.S.A. 40A:11-23(c)(1). It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement. Respondents are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and N.J.A.C 17:27 et seq. The method of Contractor Selection has not been Determined at this time.
