Project includes: Replacement of the existing boiler at the WWTP with condensing type boiler including modifications to the gas supply, make up water, surge system, hot water return system, hot water supply system, for a complete and operable condensing boiler and hot water system. Modification of hot water system piping, valves, fittings, pipe supports, pipe insulation, jacket, and appurtenances to integrate the new boiler with the existing hot water supply system. Modification of the hot water circulation piping to add new flow meters with integral temperature for hot water return (3x). Modification of the hot water circulation system to add flow control valves (3x) to the hot water supply lines for each heart exchange unit. Modification of existing electrical and controls to integrate the new boiler, flow control valves, and temperature readings with the existing hot water circulation pumps, electrical, and controls and Plant SCADA system. Modification of the sludge circulation lines to add new mag meters (3x) to determine the return flow between Heater Exchange Units 1, 2, and 3 and Primary Digesters 1, 2, and 3. Modification of the sludge circulation system to include sludge (HEX) temperatures for both the sludge supply (3x) and sludge return (3x). Modification of the sludge circulation system to include sludge (HEX) flow control valves (3x) for the sludge supply lines between the circulation pumps and the heat exchange units. Modification of the sludge circulation pump discharge piping to include a bypass connection (3x) and motor operated plug valve (3x) at each pump. Modification of existing sludge transfer piping to include a transfer sludge flow control valve (1x) and a transfer sludge mag meter (1x) to transfer digester sludge for the Primary Digesters to the Secondary Digester. Modification of existing electrical and control to integrate sludge circulation (HEX) flow control valves, HEX sludge temperatures, and HEX sludge flow meters with the existing HEX sludge circulation pumps, heat exchange units, boiler, hot water system, and Plant SCADA system. Modification of existing electrical and controls to integrate sludge transfer plugs valves, sludge transfer flow control valve, and sludge transfer flow meter with the existing HEX sludge circulation pumps, heat exchange units, boiler, hot water system, and Plant SCADA system. Sealed proposals for furnishing all labor, materials, equipment, supplies , and supervision necessary for the construction of the Grace Creek Wastewater Treatment Plant Boiler Replacement and Sludge Transfer Modifications , in accordance with the plans and specifications on file at the office of Public Works Service Center Please submit questions for this project at least five (5) days prior to bid opening through electronically in the Q&A portal. All addenda issued for this project will only be posted electronically. You will be notified of addenda automatically through email five percent (5%) of the bid shall accompany each bid as a guaranty that, if awarded the contract, the bidder will promptly enter into contract with the City of Longview, TX and furnish bonds on the forms provided. The Successful Bidder or Bidders will be required to furnish a Performance Bond, Payment Bond, and Maintenance Bond, in the amount of the contract, written by a responsible surety company authorized to do business in the State of Texas, and satisfactory to the Owner as required by Article 5160 V.A.T.C.S. Time of completion shall be 270 calendar days, including Saturdays, Sundays, and legal holidays. No Bid may be withdrawn after the scheduled closing time for receipt of bids for at least 90 calendar days. In Case of ambiguity or lack of clearness stating the price in the bids, the Owner reserves the right to consider the most advantageous construction thereof or to reject the bid.
