The Department of Cannabis Control is looking for a contractor to perform CEQA Consulting Services in the Sacramento County Region. The Department of Cannabis Control (DCC) requires a contractor who upon request, will need to provide environmental technical assistance for environmental regulatory compliance and licensing for commercial cannabis projects throughout the state. The DCC has issued provisional licenses for cannabis activities that must comply with the California Environmental Quality Act (CEQA) by 2025. The DCC must demonstrate compliance with CEQA for these provisional licenses as the lead agency for CEQA or, in most cases, as the responsible agency. The DCC requires a contractor to prepare project specific CEQA documents such as Mitigated Negative Declarations, Environmental Impact Reports, or addendum to these documents consistent with CEQA guidelines. Additionally, the DCC requires assistance from the contractor in reviewing CEQA documents prepared by local agencies for complex projects that the DCC may act as the responsible agency for Task 1: Environmental Compliance Documentation Upon request from DCC, the Contractor will need to prepare environmental regulatory compliance documents for California Environmental Quality Act (CEQA) analysis and documentation for commercial cannabis projects. Contractor will prepare a draft Initial Study (IS) and Notice of Intent (NOI) to Adopt a Negative Declaration (ND), Mitigated Negative Declaration (MND), Environmental Impact Report (EIR), or addendum to these documents consistent with CEQA Guidelines as needed. The DCC anticipates being lead agency for about 250 cultivation and manufacturing projects statewide that will need to comply with CEQA by 2025. Task 1 Deliverable(s): 1) Site specific CEQA documents for about 250 commercial cannabis projects, including Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, or addendum to these documents consistent with CEQA Guidelines. Task 2: Environmental Technical Assistance for Regulatory Compliance Upon request from the DCC, the contractor will review and assess CEQA documents prepared by local agencies for sufficiency for DCC. In cases where a local agency has prepared a site specific CEQA document for a commercial cannabis activity, the DCC will request comments on findings be made by the contractor and submitted during the public comment period. For complex projects, or those that may be partially analyzed by a CEQA document, DCC will rely on the contractor for recommendations or verification of a DCC determination. Upon request from the DCC, the contractor will provide training to DCC staff on technical components of project review so that DCC may continue to work towards developing inhouse expertise. The term of this contract is August 21, 2023, or upon DGS approval, whichever is later, through June 30, 2025.
