Renovation of a detention facility in Goochland, Virginia. Completed plans call for the renovation of a detention facility.

The project is described as the replacement of isolation and non-return valves (steam stop check valves) at two facilities: three (3) boilers at Virginia Correctional Center for Women (VCCW) boiler plant at 2841 River Rd West, Goochland, VA 23063 and three (3) boilers at the Powhatan CC boiler plant, 3600 Woods Way, State Farm, VA 23160. 1.Verify to confirm sizes, locations, alignment, orientation, types, and connections of existing valves, piping, etc. Notify owner immediately of any discrepancies. 2. Submit valve submittals to IEMU for approvals prior to ordering. All valves to be rated for steam service usage. All valves to be new, WCB/CS/IBBM flanged valves, with gaskets and bolt kits for a complete installation. All gaskets to be new spiral wound flex gaskets. All 4" valves to be 250 class. 6" and 8" diameter valves to be 150 class. 3. Powhatan boiler plant: valve replacements: a. Three (3) 4" diameter angled stop-check valves (boilers 1, 2, and 3) b. Three (3) 4" diameter isolation valves (boilers 1, 2, and 3) 4. VCCW boiler plant: valve replacements: a. Three (3) 4" diameter angled stop-check valve (boilers 1, 2, & 3) b. Three (3) 6" diameter isolation valves (boilers 1, 2, and 3) c. One (1) 8" diameter main steam isolation valve (on VCCW header) 5. Procure valves, gaskets, and bolt kits and deliver to job sites. 6. Provide all equipment and labor to set the job sites up prior to steam outage. Rig chain falls into place over the existing non-return valves and place equipment onsite to remove and replace the valves. 7. Coordinate boiler shut downs and isolation with facility staff to minimize disruptions and interruption of service. 8. Provide all equipment, labor, and materials to remove existing valves at each site. Inspect and clean boiler steam nozzle flanges and flanges on discharge side of the steam piping and ensure that no steam cutting is evident. Repair flanges as necessary if flanges are steam cut. Rig old valves to floor & make ready for new valves. 9. Provide all equipment, labor and material to rig all new non-return valves onto boiler steam nozzles (typical of 3 at each site). Install gaskets between steam nozzles and valves and between valves and steam piping. Bolt up new valves with new bolt kits. 10. Ensure no leaks are detected and ensure proper systems operation prior to placing system back into operation. 11. Clean site and remove off site all related material, debris, and replaced valves. Additional Items Included in Scope are as Follows: 1. Complete all background checks of employees entering the job site at least one week prior to job start. Complete any required training prior to site entry. 2. Comply with all site security measures and prohibitions including but not limited to no weapons, smoking, tobacco, or vaping products, illegal drugs, alcohol, or other contraband, etc. on DOC property. Please note that there may be clothing restrictions. 3. Comply with all items in the Instruction to Bidders (Form CO-7a). Comply with the General Terms and Conditions (CO-7). 4. Comply with the executed Construction Contract (CO-9). 5. To ensure no additional stresses or loads are introduced on the header piping, the contractor is not permitted to modify, move, or displace the steam header piping in any way or use spool pieces or spacers. The following items are not required: Bid Bonds, Performance and Payment Bonds. The Owner reserves the right to reject any or all bids.
