Site work and paving for a sidewalk / parking lot in Poquoson, Virginia. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Provide all labor, superintendence, materials, tools, equipment, supplies, incidentals, and other ancillary items necessary, as identified in these Contract Documents, to complete the parking lot paving requirements set forth in this IFB. This is to include excavation (cut) and grading of earth. All excavated dirt/material shall be removed in its entirety from the City of Poquoson. This project will include laying a 6" bed of No. 21B stone and compacting, laying 3" (compacted) of Hot Mix SM-9.5A asphalt; all in accordance with the Contract Documents. It is expected that the contractor will slope pavement at 0.5%-1% towards the direction as outlined in the appendix drawing for rainfall sheet flow. An inspection of the work will be completed, to ensure that the work is to the standard of this contract. This work will not require any Maintenance of Traffic. Please see the Construction Document section for information and specifications. Two Tree Park is a relatively flat area of land. See Appendix with drawings and pictures for more information. Period of Contract: 30 days Substantial Completion; 15 days to Final Completion. Each bid in excess of $100,000 submitted in response to this IFB shall be accompanied by a bid bond in an amount equal to five percent (5%) of the total monetary amount of the bid (total base bid plus all additive bid items). The bid guarantee may be either (i) a certified or cashier's check made payable to "The City of Poquoson, Virginia," or (ii) a bid bond made payable to "The City of Poquoson, Virginia." The bid guarantee shall be for the purpose of promising and guaranteeing that the bidder will not withdraw its bid for a period of 30 days following bid opening. The proceeds of the bid guarantee shall be and remain the sole property of the City, as liquidated damages, should the successful bidder fail to execute a contract, proof of all required insurance and endorsements and all required payment and performance bonds within five (5) days of the City's issuance of notice of award of the contract. In lieu of a bid bond, a bidder may furnish a certified check or cash escrow in the face amount required for the bond, or, if approved in advance by the city attorney, a bidder may furnish a personal bond, property bond, or a bank or savings institution's letter of credit on certain designated funds in the face amount required for the bid bond. In the event the Contractor fails to complete the work by the time limit, liquidated damages, representing the estimated additional cost of administration, engineering, supervision, inspection and other expenses will be charged against the Contractor, the Contractor shall be liable and hereby agrees to pay to the Owner as liquidated damages, and not as a penalty, the amount of three hundred fifty dollars ($350.00) per calendar day for each and every part of a day thereafter the said work remains substantially incomplete. The Owner reserves the right, at its sole discretion, to deduct liquidated damages from any outstanding amount due the Contractor.
