Annual Sewer Rehabilitation Program to maintain and improve the integrity of the sewer system and repair problem areas. This program will concentrate on in-place lining of sanitary sewers. Many sewers are in need of repair to improve pipe condition and reduce infiltration and inflow. In addition, the program would reduce blockage in the sewer lines causing customer problems and possible damage to homes. This Project is also subject to the State of Illinois Job Works Jobs Program Act and the Illinois Works Apprentice Initiative. Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820ILCS 130/1-12). The Contract shall be awarded to the lowest responsible bidder complying with the provisions of this Invitation for Bids. The owner reserves the right to reject any or all proposals and to waive any informality or technicality in any proposal in the interest of the City. These projects will be divided into four separate bids. As a result, each of the bids may be awarded to a different bidder. Bid security, in the form of a certified bank check or bank draft payable to the City of Carbondale or a satisfactory bid bond, in the amount of 10% of the total bid price, as specified in Section 2-7 of the General Conditions and The City of Carbondales Policy for Disadvantaged Business Enterprise and/or Workforce Participation Goals in Contracts are required to be submitted with the Bid. No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of bids without consent of the City of Carbondale. This work shall consist of the removal and replacement of portions ofsanitary sewer pipe and all necessary removal and restoration of existing surface and utilities at locationsshown on the Plans. Work and materials incidental to POINT REPAIR may include, but are not limited to: excavation, tree removal, shoring, sheeting, bracing, all pipes, fittings, adapters, pipe bedding, trench backfill, temporary aggregate, compaction, surface restoration (sidewalk, driveway pavement, lawns, etc.), retaining walls, bypass pumping and traffic control. The existing surface area of each work location shall be recorded in electronic media format prior to any excavation as described in PRE-CONSTRUCTION SURFACE TELEVISING. Site preparation, including surface removal shall be as required for each individual point repair.
