The project is defined as the planning, design, construction, inspection, signaling replacement and signaling improvement at existing grade crossings within VTAs Light Rail Transit system along the Vasona Corridor (Vasona Corridor) and any work directive as described this Scope of Services (Project). Contractor will provide the following Services to VTA: - Engineering assessment of the existing grade crossing warning system state of obsolescence on the Vasona Corridor. - Recommendations to address issues identified in the engineering assessment. - Engineering and technical support. - Preparation of plans, specifications and cost estimates ("PS&E"). - Packaging of a bid document for public solicitation. - Support during the bidding and construction phases of the Project. Prior to proceeding with design preparation under the Contract resulting from this RFP, Contractor will: - Confirm needed repairs and/or replacement of components on the existing VTA light rail system. - Reassess the state of VTA's grade crossing warning systems on the Vasona Corridor. - Make recommendations on the scope of the final replacement, in coordination with VTA. For background context, the grade crossing warning systems on the Vasona Corridor currently use HXP-3 constant warning time devices ("predictors") for detection of trains on the UPRR freight track that parallels track on the Vasona Corridor These predictors are no longer manufactured and spare parts are not available. The design must propose replacement equipment for the grade crossing that will ensure safe and reliable operation as well as ease of maintenance. Contractor will incorporate the elements below into the signaling design.
