Pierce County is seeking qualified contractors/teams (firms) to provide On-Call Mechanical Engineering Services. Pierce County has a variety of facilities managed by various County departments. Facilities include government and administration offices, courthouses, jails, county sheriff, sensitive high-risk locations, wastewater treatment plants, parks, security operations centers, radio towers, pump houses, ferries and airports, and other departments/buildings/locations throughout Pierce County in both leased and owned facilities, on an as needed basis. This contract will be managed by Pierce County Procurement Services and will be utilized by other departments within the County, as approved. Question Submission Deadline: June 27, 2023, 4:00pm The initial contract period is anticipated to be for 12 months The County has the option of renewing for an additional Four Years after initial contract is executed. The actual schedule will be negotiated with the selected firm based on consultant and agency staff availability and finalized scope of work. Proposals will be evaluated and, if multiple proposers are deemed capable of meeting the requirements, interviews may be held wi: Approximately three weeks after proposal submission deadline Estimated date of notice of intention to negotiate a contract with the selected proposer: Approximately six weeks after proposal submission deadline. Estimated Date of Contract Execution :Approximately eight weeks After proposal submission deadline. Pierce County will select qualified contractors/teams and issue Professional Service Agreement(s) (contract(s)) based upon qualifications received for the services requested. Following successful negotiation of rates and fees, the County will execute the initial contract(s) in the amount of up to $1,000,000.00 (one million dollars). The contract amount may be increased to meet ongoing needs of the County for the services requested up through the contract period of performance. The contract period of performance will initially extend for 12 months from the date of contract execution. At the mutual option between the County and the selected contractor(s), the contract may be extended for up to (4) additional 12-month periods and until all Work Orders executed within the first 60 months are completed to the acceptance of the County. The County will issue a proposal request for each Work Order which will define the services being requested. The Contractor will be expected to meet with the County Representative to discuss new Work Orders being issued under this contract and then submit a fee proposal and schedule to the County. Work Orders issued under this contract have an upper dollar limit of $250,000.00 (two hundred and fifty thousand dollars) unless executive approval is provided. The selected contractor(s) will provide a comprehensive range of mechanical engineering services for various Pierce County needs. The quantity and duration of services will depend on the Countys requirements and needs for these services. The work may include, but is not limited to, the following tasks: Condition Assessments (estimate of remaining service life and code compliance reviews,) investigation, analysis and recommendation(s) for repair/replacement of existing mechanical components and their associated building structures and systems. Mechanical design and related engineering services for new building construction, building renovations (interior or exterior), spray park design, and building demolition. Preparation of estimates, schedules, plans and specifications for public works projects, tenant improvement projects and as otherwise requested Services associated with the implementation and compliance plan for the Washington State Clean Building Standards: Have a project manager capable of operating in the capacity of a qualified person in accordance with the standard and assistance with completing and filing compliancy paperwork. Life-cycle cost analysis EV charging infrastructure and management systems analysis and design. Working with County staff to assess and produce Operation and Maintenance plans and Energy Management Plan (EMP). Identify Energy Efficiency Measures with associated costs for reaching target Energy Use Intensity (EUI) Building assessments and Energy Audits (ASHRAE Level 1 and 2) Provide support services in other disciplines as required to accomplish primarily Mechanical Work Orders, including but not limited to: Electrical; Architectural; Civil and Structural; Cost Estimating; Surveying; Geotechnical; Other support services tasks as needed for the work Bidding Support Services Construction Management Services Record drawing production from contractor provided redlines Make recommendations for rebates and grants on projects and help complete required paperwork and assessments. Cost estimates and schedules during various stages of project development Peer and constructability review of design and bid document review and analysis Field investigations and surveying Feasibility Studies, Development Planning, and Evaluation and Assessments Additional miscellaneous services and tasks generally associated with Mechanical Services and Building Engineering Services and Systems and as otherwise may require mechanical services Security Requirement: Contractors and their sub-Contractors shall adhere to Pierce County security requirements when working onsite including security clearances and tool control. Interior projects or those in secure courtyards require moderate background checks for staff onsite. Higher security areas require a Criminal Justice Information System (CJIS) background checks and/or a detention area specific background compliance check including Prison Rape Elimination Act (PREA) compliance. The Contractor will be informed per work order if and for which security level a background and badge will be required. Each Contractors personnel, who is assigned to perform work under a Work Order, will be an employee of the Contractor or an employee of a Subcontractor contracted by Contractor. The Contractor is responsible for the compliance of all the Contractors personnel performing work. Prior to any Contractor personnel commencing on-site work, Contractor will have the appropriate and necessary criminal background checks/security clearances forms completed and submitted to the assigned Project Manager and their backup. CJIS background checks also require fingerprinting and training. All cleared personnel must obtain a photo ID badge from the security office located in the County-City Building. The County will not reimburse the Contractor for any costs incurred in obtaining background checks, including fingerprinting processing fees and personnel time. Background check clearances and CJIS training are required to be renewed every two years. Value of the Contract is $1,000,000.00. The method of Contractor Selection has not been Determined at this time.
