The scope of required services for this solicitation are detailed in RFP Section IV "Scope of Services & Cost Proposal Form. However, the Commission, at its sole election, reserves the right to expand the scope of services to be provided by the successful Contractor in the event that the Commission elects to purchase a project or projects after the due diligence has been completed. Of particular importance is the ability of Contractor to provide quality services at reasonable cost with the objective of ensuring best protection of the Commission's and the Housing Authority's interests and their affordable housing objectives through participation only in transactions in which applicable standards of competence and fiscal prudence have been met. Contractor's services will include, but not be limited to the following: Preparation of a feasibility analysis to determine whether it is economically advisable to proceed with a bond issuance. Evaluation of the financial strength of a project under the proposed transaction, including assumptions regarding income and expenses, additional sources of security for bonds in addition to the project, the developer's financial condition and experience, the rights and resources of parties to the transaction in the event of default, etc Preparation of a feasibility analysis to determine whether it is economically advisable to proceed with a bond issuance. Contractor is responsible for reviewing the application prior to submittal to CDLAC and providing comments for consistency of project i.nfo1mation and compliance with regulations. The term of the contract shall be three (3) years with (2) one-year options to renew at the Commission's Discretion. The specific contract term, scope of work and costs/pricing are subject to negotiations between the Commission and the successful Contractor. These terms are subject to change until a contract has been executed.
