As of March 27, 2025, construction has not started. There is no tentative date yet on when the start of construction will be. They solicited the project to subcontractors back in December of 2024 for just a couple trades (coatings, electrical, and concrete reinforcement). They don’t have a date right night for future solicitations that will require larger trades but it is probably forthcoming. The Contractor shall furnish all labor, material, and equipment necessary to complete the SBIWTP Rehabilitation and Expansion Progressive Design Build. The solicitation is being competed full and open. The resulting contract in accordance with FAR 52.216-17 (DIVIATION) will be a Progressive Design-Build contract with firm-fixed price for design and preconstruction services and with options for construction. Offerors shall submit their proposals in accordance with the information reference in Subsection L.02, Proposal Instructions for Both Phases Questions in advance of the Pre-Proposal Conference/Site Visit may be presented in writing, by emailing philip.johnson@ibwc.gov, referencing the solicitation number 191BWC24R0001. Answers to written questions will be prepared and may be posted as an amendment to the solicitation prior to the Pre-Proposal Conference. The initial set of questions received will be discussed during a questions and answer period at the conference. Questions shall be submitted to the aforementioned email address no later than 12:00 PM MST on Wednesday, December 20, 2023. While every effort will be made to provide meaningful responses or clarifications to all inquiries, no answer shall be binding by the Government unless submitted in writing and subsequently answered by means of a formal amendment to this solicitation. After the Pre-Proposal Conference, written questions may be submitted to the aforementioned email address until 12:00 PM MST on Tuesday, January 16, 2024. Questions received after the cut-off deadline will NOT be responded to, unless deemed significant by the Contracting Officer or the question conveys a material mistake and/or error in the Invitation for Bid.
