The City reserves the right to reject any proposal and to waive irregularities in proposals, which may be in the best interest of the City. The purpose of this Request for Proposal (RFP) is to select a consulting firm to provide Professional Services for the design/engineering, purchase and installation of SCADA related upgrades to the City of Alpena Water Recycling Plant. This Project consists of upgrading the overall SCADA including, but not limited to: Primary Clarifier / Flume / Office Panel Area, Influent Screen / Grit Area, Settled Sewage, Wet Well, Boiler, Aeration, RAS & Thickener Pumps This Project consists of all related work necessary to design/engineer, purchase and install all equipment while overseeing any subcontractors needed for the Project. The Project is to include all hardware/software and equipment necessary to achieve the described outcomes. The contractor will be required to discuss in detail the options and possible methods for achieving the goals of the Project. In addition to the listed outcomes, any required upgrades or additions to the electrical/SCADA hardware and software that are needed in order to achieve primary outcomes are to be part of the design and scope of this Project. This includes but is not limited to proper grounding of equipment, surge protection of all critical equipment, installation of power supplies and battery back-up power supplies, additional other components needed to complete desired outcomes.
