Reference Number 0000322880 The City of Jamestown (the City) is submitting this Request for Proposal (RFP) for services necessary to remove one underground storage tank (UST) and one above ground storage tank (AST) at the recently acquired property located at 215 East 3rd Street, Jamestown, New York (the Site). The County purchased the Site with the intention of using the property as a multi-modal hub for the Chautauqua Area Regional Transit Systems (CARTS) public transit service. As such, the on-site tanks are no longer necessary and must be removed from the Site, as required by New York State Department of Environmental Conservation (NYSDEC) regulations. The Site is a former automotive garage and filling station. The Site has not been used as a filling station since at least 2018. Currently the Site contains one 4,000-gallon gasoline double wall steel UST and one 275-gallon steel waste oil AST, both installed in 1999. The Site's former owner apparently removed the dispensers and associated underground piping prior to selling the property. According to records, the 4,000-gallon UST is broken into two sub compartments: one 1,500-gallon compartment and one 2,500-gallon compartment, which were both used to store differing grades of gasoline. The contents of the UST have not been measured, although the tank is presumed to be mostly empty. The AST within the garage appears to be approximately one quarter full of waste oil based on the visual level indicator. Environmental database records indicate that the current UST onsite was installed after the removal of two similarly sized USTs in the same area. Site geology in the area has been noted as urban soils generally consisting of gravelly silty loam. Because the current UST was installed in the location of previously removed USTs, it is anticipated that the material surrounding the current UST is compacted stone. It is assumed that groundwater is likely found at depths greater than 20 feet below ground surface (bgs) based upon the topography at the Site.
