THIS HAS BEEN EXTENDED TO ALLOW MORE TIME FOR SITE VISITS. CLARIFICATION: THE EXISTING PAINT NEEDS TO BE SAND BLASTED OR 4000 PSI PRESSURE WASHED AS MUCH AS POSSIBLE SO THE TOWER CAN BE PROPERLY PRIMED, SEALED AND THEN PAINTED. CLARIFICATION: SITE VISIT INFORMATION IS INCLUDED IN THE ATTACHMENTS. PLEASE SEE PAGE 43 OF THE DOCUMENT TITLED CONSTRUCTION POSTING FOR SITE VISIT INFORMATION. STATEMENT OF WORK: Exterior Building Painting & 100' Communications Tower Painting Background: This project is for the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region, Weather Forecast Office (WFO) located in San Juan, Puerto Rico. The WFO building's exterior has not been repainted for at least 10 years. Numerous areas are showing wear due to normal day to day operations and hurricanes. Objective: Exterior: Pressure clean or blast office to bare concrete, prepare and paint all exterior surface of the WFO San Juan Office that are currently painted. Existing paint is peeling away from the building and holding water underneath. Provide one coat of concrete industrial primer and two coats of finish paint, coordinate new colors with site POC. Remove old caulking from around exterior windows and apply new caulking. Also, the WFO Generator Building, and HVAC Equipment Room will be pressure washed prepared and painted, with matching paint of the Main WFO Building. Tower: 100' Communications Tower located behind WFO shall be painted red & white to match existing colors. Scope: Through this contract the WFO San Juan Office exterior, Generator Building, and HVAC Equipment Room will receive repairs and fresh coat of paint to protect surfaces. Tasks: Furnish all necessary labor, materials/supplies, equipment, services, and supervision necessary to accomplish all tasks necessary for the completion of the work set forth in this Statement of Work (SOW). These services include, but are not limited to providing: construction, testing, documentation, and construction management necessary for the successful completion of the required work. The EXTERIOR color will be selected by local office staff and contractor should allow for at least 5 different color selections. Any bidders should conduct a site visit to ensure correct measurements for an accurate bid. The Contractor Shall: WFO Exterior, WFO Generator Building and HVAC Equipment Room: Remove old caulk and re-caulk around all windows and doors. Pressure wash / blast all painted areas to ensure proper adhesion of new materials. Surfaces include concrete walls, doors, vents, and associated exterior surfaces. Protect all exterior signs, equipment and fixtures such as Air Conditioning Units and lighting. Remove any rust from metal doorways clean and prime prior to painting. . Paint all surfaces requiring painting with 2 coats to ensure full coverage. The Contractor shall perform all work in a manner to minimize disruption of normal operations in all assigned areas. Each time work is completed, the Contractor is responsible for cleaning and removing from each area worked in, all debris, materials and equipment associated with the work performed. The Contractor will perform all services in such a manner that no property belonging to the Government is damaged. In the event that damage does occur to property of the Government or any adjacent property by reason of any services performed under this contract, the Contractor shall replace or repair same at no cost to the Government. Protect exterior signs, equipment and lights during cleaning and painting operations. Any debris in the area shall be picked up and thrown away at any time (around buildings, parking areas, plant beds, etc. There are no storage areas for the Contractor's use. No chemicals shall be stored on property for the performance of this contract. Contractor must bring the necessary supplies to perform this contract each day. All Bidders are strongly encouraged to visit the site to inspect all proposed work and to acquire all necessary site information to properly prepare their bid proposal. Failure of the Contractor to attend a site visit and acquire all necessary site information to properly prepare their Bid Proposal shall not be acceptable cause to justify a later request for additional costs after Contract Award. All technical questions must be in writing and sent to the NWS Contract Specialist no later than one week prior to the closing date for submission of Bid Proposal to the Contract Officer. Contractor shall be responsible for restoring work site to original condition. The Contractor shall comply with all local, state, and Federal environmental, health, and safety regulations while conducting this work Contractor shall verify all dimensions prior to bid.
