City of Columbia Parks and Recreation is seeking a contractor to provide materials, service and labor necessary for the surfacing of four (4) new pickleball courts at the South Regional Tennis Complex. If you choose to submit manually, (hard paper copy) print the Final RFP in its entirety, complete and submit to: City of Columbia, 701 East Broadway, Purchasing/5th Floor, Columbia, MO 65201 Responses may be delivered via carrier service, USPS or if necessary drop off at City Hall by scheduling a time with Michelle Sorensen at (573) 874-6317. No faxed or e-mail responses shall be accepted. Contract Period: Date of award through completion of project, not to exceed five (5) years. July 7, 2023 :Close of written Requests for Additional Information July 10, 2023: Written responses to Requests for Additional Information sent to all September, 2023: Contract Start Date All questions concerning the solicitation and specifications shall be submitted in writing via e-mail to the name below. An Addendum to this RFP providing the City of Columbias official response will be issued if necessary to all known prospective offerors. Questions must be submitted no later than 5:00 p.m. on July 7, 2023. Offeror shall submit an original bid bond, in an amount of not less than five percent (5%) of offerors proposal, to the Purchasing Division, prior to the bid closing date and time. Acceptable forms of Bid Bonds include: 1.) an original bond on the City of Columbias bid bond form (Exhibit H); 2.) A certified check made payable to the City of Columbia; or 3.) An electronic bid bond provided by Surety2000.com, as verified by an eleven-digit code which is generated by the Surety2000 system and provided by the contractor in their bid submission. Bid bonds, regardless of the format, shall be issued by a surety company authorized to conduct business in the State of Missouri, and carrying a rating of A-6 or better as listed in the A.M. Best or equivalent rating guide. The bid bond shall guarantee good faith on the part of the offeror to enter into contract within ninety (90) days at the price bid, if accepted by the City. Offeror on a public improvement project costing more than fifty thousand dollars ($50,000.00) shall provide in their offer, pricing for performance and payment bonds, with corporate surety, satisfactory to the purchasing agent, each in an amount not less than the contract price. Pursuant to Sections 22-71 and 22-72. Contractor shall furnish a performance bond and a labor and material payment bond, each for one hundred percent (100%) of the contract price, guaranteeing faithful compliance with all requirements of the contract documents and complete fulfillment of the contract, including payment of all labor, material, and other bills made in carrying out this contract. The Surety Company issuing the bonds must be authorized to conduct business in the State of Missouri, and carry a rating of A-6 or better as listed in the A.M. Best or equivalent rating guide. Performance, Labor and Materials bond shall be required from the contractor once upon award of the contract. The City of Columbia reserves the right to reject any or all proposals received in response to this RFP, or to cancel the RFP if it is in the best interest of the City of Columbia to do so. Failure to furnish all information requested in this RFP may disqualify the proposal. Any exceptions to the requirements specified must be identified in the proposal.
