1. Review current rates and fees associated with water services. Conduct a detailed review of the existing water rates and status of the water fund, and develop a general familiarity with the Seaside Municipal Water System's billing system. 2. Review Seaside Municipal Code and other appropriate laws, as necessary 3. Review Seaside Municipal Water System financial records. Identify existing and proposed expenses. 4. Review current charges and propose charges that will ensure recovery of actual costs associated with services provided. 5. Prepare schedule of proposed rates and charges that will ensure recovery of estimated costs five years into the future. Incorporate estimated costs for; I. Capital Improvement Plan, II. Operation and maintenance of the system, and III. Implementing the City's obligations under the Court Order. 6. Review current debt service and five-year capital improvement projects, and propose financing action plan for current status, as well as increases in future debt service from financing of capital improvement projects. 7. Provide a comparison of current and proposed water rates and capacity charges against surrounding public agency water purveyors. 8. Prepare administrative draft, draft, and final study reports summarizing work performed and recommendations. 9. Present the draft report at a public meeting and a meeting of the Seaside City Council. 10. Prepare Proposition 218 notices to rate payers in accordance with California requirements. Provide to the city in a digital word document for distribution. The City will print and distribute the notice to the customers. 11. Present final report at a public hearing of the Seaside City Council implementing the adopted rates. 12. Review the City's existing water capacity charges as well as related policies and procedures. Work with staff to identify objectives for new or modified capacity charge. 13. Review and summarize capacity charges of other regional and comparable agencies. Summarize results in easily understandable tables and/or charts. 14. Identify and evaluate methods for calculating capacity charges. Discuss advantages and disadvantages with the project team and determine a recommended approach. 15. Equitably allocate capital improvement costs to existing and future users based on input from City staff and/or its consulting engineers. Some projects may entirely benefit one group while others will benefit both existing customers and provide new capacity for growth. 16. Based on appropriate and technically sound methodology, recommend revisions to the current water capacity charges based on the data developed above. Look at basing the fees on water meter size, estimated water demand or other appropriate method. 17. Recommend a method to annually or periodically adjust capacity charges and miscellaneous charges so they keep aligned with future costs. For example, capacity charges can be adjusted annually based on the change in the Engineering News-Record's Construction Cost Index, a widely used measure of construction cost inflation. Question Deadline 06/26/2023 Consultant Award (tentative) August 17 2023 The City reserves the right to conduct independent reviews and interview firms submitting proposals prior to making any selection. If the City elects, the top proposals may be requested to participate in interviews. If your firm is selected to participate in an oral interview, you will be notified the week prior to the scheduled interview. The City will not be liable for any costs associated with your firm preparing its response to this RFP. The method of Contractor Selection has not been Determined at this time.
