Vallejo Flood & Wastewater District (VFWD) is seeking written proposals from engineering consulting firms to provide engineering design, construction bid documents, and construction support for a new 2.1-million gallon sewer storage facility. VFWD intends on a quality-based selection of the most qualified consulting firm based on experience, delivery methodology, and schedule. The engineering design, construction bid documents, and construction support for a new 2.1-million-gallon sewer storage facility (Tank 2) located south of Tank 1. The new storage facility will be constructed on land owned by VFWD that includes parcels 0051-030-150 and 0051-030-140 (highlighted in red below): The SPLS is the largest in the Districts collection system and serves the largest sewershed at over 24MGD during wet weather. Tank 1 is 3.2 MG and was designed by Tetra Tech, Inc. and constructed by Gateway Pacific Contractors, Inc. in 2003 to prevent sanitary sewer overflows. In 2023, West Yost provided a hydraulic review of several proposed development projects in the Sears Point Sewershed which revealed insufficient wet weather capacity in the system. Preliminary information West Yost provided the following information on the solution: Tank 2 would be a 2.1 MG circular underground tank with an invert elevation of - 13.0 feet, top elevation of 4.5 feet, and a diameter of 143 feet. VFWD reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified source, or to cancel the RFP in part or in its entirety, if it is in the best interest of VFWD to do so. VFWD may require the proposer selected to participate in negotiations, and to submit subsequent proposals or clarifications as may result from negotiation The project is essential for development in the Sears Point Sewershed. The schedule is to complete construction of the project by October 2025. The method of Contractor Selection has not been Determined at this time.
