The City of Laguna Beach ("City") is seeking proposals from qualified proposers (hereinafter "Consultant" or "Consultants") to prepare, develop, and deliver a Facilities Master Plan ("FMP"). The objective of this Request for Proposal ("RFP") solicitation is to identify the highest-qualified Consultant whose proposal best complies with the requirements of this RFP and any attachments, including the Scope of Services specified in Attachment A ("Scope of Services" or "Services"), and provides the most comprehensive solution for the City's needs. This RFP and the attached Scope of Services collectively make up the "Project". The successful Consultant will be required to enter into a Consultant Services Agreement ("Agreement") with the City for the duration of the Project. An example of the Agreement is attached to this RFP as Attachment B ("Template Consultant Services Agreement"). The City Council identified a Facilities Master Plan as one of the City's priorities in 2023. The Facilities Master Plan aims to provide the City with information regarding current and future facility needs and establish a framework for the orderly growth of City services, administration, and community programs. The goal of a Facilities Master Plan is to evaluate the condition of City facilities, assess their ability to meet the needs of current services, anticipate growth and future service delivery requirements, analyze gaps in providing services, and create an action plan to address these issues. The finalized plan will provide recommendations with cost estimates to guide future decisions, timelines, and steps forward in delivering city services. Ultimately, this effort will improve program and service efficiencies, streamline workflows, and modernize facilities to position the City for effective municipal administration in the years ahead. The Scope of Services for the Facilities Master Plan includes five (5) primary phases: Phase 1: Facility Condition Assessment Evaluations Phase 2: Assessment of Future Space Needs and Gap Analysis Phase 3: Space Planning and Identification of Possible Alternative Service Locations Phase 4: Development of Cost Estimates and Funding Strategies; Implementation Plan Phase 5: Communications and Public Outreach Plan The final deliverables will be three-fold, consisting of: 1) a comprehensive Facilities Master Plan report in alignment with the City's short-term, mid-term, and long-term vision and strategies; 2) all related assessments, evaluations, options and recommendations, and 3) a clear financial plan with a detailed cost estimate and funding strategies. The City will provide the necessary information and support for the Project, and Consultant will facilitate regular meetings with the City's Project Manager and/or Management Team, as designated by the City, to discuss the project's progress and receive direction.
