Board of Education, Arlington Central School District (hereinafter called Owner), for the Reconstruction to Overlook Primary School - Geothermal Heat Pump. The Owner will not waive informalities which would give one Bidder substantial advantage or benefit not enjoyed by all affected Bidders. Bids may not be withdrawn before 45 days following the Bid opening thereof, unless an error is claimed by the Bidder in accordance with the Instructions to Bidders.
