Renovation of a military facility in Ames, Iowa. Completed plans call for the renovation of a military facility.

The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, intends to issue a request for quotes to convert two buildings from propane to natural gas and to extend an existing natural gas fuel line to another building for future conversion. The project is located on the USDA campus in Ames, IA. Work includes installing new 1-inch HDPE natural gas fuel lines. New fuel lines to be connected and supplied from an existing 2-inch HDPE, 30 psig fuel line. It also includes installing new regulators and meters and converting existing equipment from propane to natural gas. The estimated magnitude of the project is between $25,000 and $100,000. Solicitation and attachments are posted below. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Inquiries and all correspondence concerning this solicitation should be submitted in writing to the Contracting Officer, Jim Roloff, at james.g.roloff@usda.gov. B. Project Requirements: 1. Natural Gas piping shall be High Density Polyethylene (HDPE). 1-inch Gas piping shall be buried at a minimum depth of 24 inches. 2-inch gas piping shall be buried at a minimum depth of 36 inches. 12-gauge tracer wire shall be provided for all underground piping. 2. All joints shall be connected using HDPE Electrofusion type couplings. 1-inch piping may be connected to the 2-inch piping using electrofusion HDPE Tap tees. 3. Contractor shall provide manufacturer's standard anodeless risers. Anodeless risers shall be of swaged gas-tight construction with O-ring seals, metal insert, and protective sleeve with 7 to 12 mil thick epoxy coating. Provide riser supports. 4. Install natural gas Regulators and meters at riser locations for Buildings C3 and C4. a. Install new natural gas regulators before the new meters. Regulators shall be capable of reducing pressure from 30 psig to 2 psig at required flowrate. b. Natural gas regulators at the riser locations shall provide over pressure protection by use of a full internal relief to prevent downstream pressure from exceeding 5 psig in the event of failure. An example of an acceptable regulator is the Elster American Meter 1813C regulator with 1"x3/4" body and 1/8"x3/16" orifice. c. Gas flow meter shall be diaphragm type (gas positive displacement meter) designed specifically for natural gas supply metering, and rated for the essure, temperature, and flow rates of the installation. Meter must have an accuracy of plus or minus 1 percent of actual flow rate. The meter index must include a direct reading mechanical totalizing register and electrical impulse dry contact output for remote monitoring. The electrical impulse dry contact output must not require field adjustment or calibration. An example of an acceptable meter is the American Meter AL-425 Diaphragm Meter with an RVP-FI remote volume pulser. 5. Install Line regulators in C3 and C4 at natural gas supplied equipment to lower pressure from 2 psig to 7"w.c. for equipment use. An example of an acceptable line regulator to install before heating equipment in C3 and C4 is the Maxitrol model 325- 5L. Regulator must be vented to outdoor air or equipped with an appropriate Maxitrol Vent Limiting Device. 6. Existing Fuel line from outdoor Meter location to inside heating equipment inside C3 and C4 may be reused. 7. Convert or replace heating equipment in C3 and C4 as listed below from propane to Natural Gas: a. Convert heater located in C3 attic. Heater is a Reznor model EEDU300-6. Serial number BFG65Q4L04054 manufactured in July of 2006. b. Replace heater located in C4 attic. Heater is a Reznor model X400E-8. Serial number EBDH65Q4L06467 manufactured in August of 2004. Replace with identical or COR approved alternate with similar heating capacity. c. Replace 50-gallon Water Heater located in the Mechanical Room of C4. Water heater is a Rheem Fury model 42V50-36PF. Serial number RHLP0109416456 manufactured in January of 2009. Replace with COR approved alternate of similar capacity. d. Convert Area Heater located in C4 Mechanical Room. Heater is Reznor model UDAP75. Serial number BHJ79Y4L74195X manufactured in October of 2008. 8. Contractor shall verify the operation of all new and converted equipment. 9. All closeout documentation will be provided to the COR. The documentation would include manufacturer's product specifications, testing documentation, warranty information, as-built drawings, and all other pertinent documentation. 10. Any piping or components found to be defective or not functioning properly during the project shall be reported immediately to the COR for authorization to repair or replace those components.
