As of February 7, 2025, per owner a contractor and engineer has been identified. Construction starting in Spring 2025. The scope of services sought by the Village shall include the provision of all required labor, materials, equipment, expertise and consultation of Phase I preliminary and Phase II design engineering services related to the successful execution of federal and IDOT projects. The Phase I and II tasks may include, but not be limited to: The Consulting Engineer shall perform and carry out, in a professional and satisfactory manner, the necessary services required to complete the requirements included in each project. The services to be provided are described in the Minimum Scope of Services section of this proposal. All work must adhere to Village and IDOT standards. Providing necessary personnel, materials, equipment and transportation to make necessary investigations, measurements, computations and analysis to perform field and office civil engineering services for design of the project. Data Collection and review - to prepare aerial mosaics to be used for exhibits and presentations as necessary. Detailed topographic surveys, as necessary, for the planning and design of the project. Establish pre-final geometry and right-of-way, if needed. Surveys for any necessary right-of-way acquisition and construction easements, and the preparation of plats and legal descriptions, including obtaining title commitments (if needed). Attend the IDOT Phase I Kick-Off Meeting, including preparation of the required agenda/exhibits and minutes. Perform environmental assessments and preparation of environmental documentation as required per IDOT standards including special waste (if needed) and Environmental Survey Request (ESR). Include wetlands delineation if needed. Obtain clearances and/or permits from all regulatory agencies as required by the project scope. Preparation of traffic studies, analysis of crash data, and any special intersection studies (such as Intersection Design Studies (IDS)) that may be required to furnish data for the design of the proposed improvement. Prepare a traffic management analysis to determine staging possibilities. Soil/pavement investigations, as necessary, to determine roadway structural design, as well as CCDD screening, if needed. Preparation of Location Map, Typical Sections, Plan and Profile, Cross Sections, Engineer's Estimate of Cost and other pertinent work as required to successfully complete all the project requirements (not all may be needed). Coordination with the Village, IDOT, Utilities and other agencies or businesses as required. Including attending meetings and preparation of the required agenda/exhibits and minutes. Attendance and presentations at public meetings and/or hearings. Other related services to produce the required surveys, report and plans as necessary.
