THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. All information submitted in response to this announcement is voluntary and the Government will not pay for the information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The National Institute of Standards and Technology (NIST) anticipates the following proposed contract action for soliciting interest in a Multiple Award Task Order Contract (MATOC). The contract(s) will be awarded as firm-fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for repairs, renovations, and alterations to facilities and utilities belonging to the NIST campus, Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. This procurement will result in the award of firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts, awarded to multiple contractors. The task orders will be competed between contract holders with evaluation for the lowest price technically acceptable or best value trade-off, which will be identified in the tasks order RFQ's. NIST is seeking a capable construction firm to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY and not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the Capability Statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB, SDB, WOSB, HUB Zone, VOSB, and SDVOSB) are encouraged to respond to this notice. NIST is seeking with the following capacity with Commercial and Industrial experience within their respective disciplines as listed below: NAICS Code 238210 1. Work may include building and laboratory construction and modification as well as installation of laboratory equipment and associated facility services. 2. The types of work that may be required (but are not limited to) of the contractor are as follows: General Electrical Requirements _ Install, or modify, electrical branch circuits from 120-volt single phase up to 480-volt three phases, utilizing EMT, rigid conduit, and wire mold raceway systems. _ Install 24, 48, 120/208, 200/380, 277/480, 2400, and 13,200 Volt service. _ Install transformers, panel boards, motors, and various other electrical equipment and devices. _ Troubleshoot, identify and repair electrical faults and problems. _ Install lighting (120 V to 277 V), including re-lamping and ballast replacement. _ Work from building plans, blueprints, wiring diagrams, engineering drawings, and electrical O&M manuals to plan and lay out the routing, placement type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment, and controls. _ Install life safety systems, including fire alarm (Simplex), mass notification, exhaust fan/fume hood interlock, gas monitoring, and laser safety interlock systems. _ Install exterior power distribution systems, with concrete duct banks. _ Troubleshoot Medium Voltage Faults in underground distribution networks with manholes. _ Make repairs to low and medium-voltage cables and splices. _ Electrical maintenance/repair of streetlights, transformers, switchgear, panel boards, and distribution systems. _ Electrical Work - Electrical power and distribution, Uninterruptible Power Systems, Generators, lighting, alarms, gas monitoring systems, Direct Digital Controls, Simplex Fire Alarm, and communication systems. Note: All work must be performed per industry, NIST, and OSHA standards, The National Electric Code (NFPA 70, current edition), and NFPA 70E, Standard for Electrical Safety in the Workplace, current edition. All Lockout/tag-out procedures must be always followed. All workers must have the appropriate personal protective equipment (PPE). General Notes: _ Most tasks will be performed in and around occupied areas performing scientific/research experiments where vibration, noise, outages of utilities, and disturbances to the physical environment may hinder the ability of the Government to perform required activities. All activities must be planned, scheduled, and posted for a minimum of two weeks unless prior authorization is given by the CO before the activity begins. Certain activities may have to be performed outside of normal business hours. In this event, overtime rates would be applicable. Specific Contractor Experience criteria being sought: _ Discuss your firm's bonding capacity specifically single bonding capacity. _ Discuss your firm's experience working in the hospital, laboratory, or similar facilities. _ Discuss your firm's experience being the contract holder (not a subcontractor) for electrical work over $100K. _ As NIST has a proprietary fire alarm system (JCI/SIMPLEX) discuss your experience with JCI/SIMPLEX fire alarm system new installations or modifications to 4100 series systems. _ If your firm has experience with NETA testing related to electrical equipment, please discuss your experience (new construction vs preventative maintenance). _ Discuss your firm's experience with low voltage, less 600V experience of switchgear and transformers. _ Discuss your firm's experience with medium voltage experience of switchgear and transformers and medium Voltage Switches. _ Discuss your firm's experience with medium voltage experience of at least 13,800 volts. _ Discuss your firm's experience with medium voltage experience of network transformers. _ Discuss your firm's experience with variable frequency drives and soft starters. _ Discuss your firm's experience with Uninterruptable power supply Power Supplies (UPS), Transfer Switches, and Emergency Generators. Interested, capable contractors (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor's ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), HUBZone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Identify and mark any proprietary processes or data. NOTE: The total number of pages to reply to this source sought shall not exceed 10 pages and shall be emailed to the Contract Specialist below. NOTE: All vendors must be registered on www.sam.gov for contract award. Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple-award IDIQ contract.
