As of March 26, 2024, a design/build firm has been selected and this project is in the pre-construction negotiated status. It is anticipated bidding will commence in 1st Quarter 2025, with construction following. *The closed solicitation has been included below for reference: The City of Fort Myers is seeking a qualified and responsible progressive design-build firm to provide the design, permitting, and construction services for the installation of process expansions and reuse and/or disposal of HLD effluent at each AWWTF as described in the evaluations provided in Attachment B and C. The process expansions should consider the capacity, layout, and process enhancements needed to produce HLD effluent for disposal via public access reuse and/or deep injection well. The project includes and is not limited to process tankage, process equipment, pump stations, chemical feed systems, reclaimed water storage, reject storage, in plant pipelines, transmission pipelines, stormwater management, electrical and SCADA upgrades. All process improvements shall comply with necessary regulatory and code requirements including but not limited to, City of Fort Myers building and utilities, and FDEP. Additionally, the design-build firm will develop a plan and schedule for implementation of the expansions and associated increases in disposal methods to reduce and eliminate surface water discharge with the purpose of communicating to FDEP and potentially modifying the existing Consent Order. The project includes coordination with the Construction Manager at Risk (CMAR) for the Advanced Wastewater Treatment Facilities (AWWTFs) Deep Injections Wells Project, which is responsible for construction of all the deep injection wells for Central AWWTF and South AWWTF necessary to dispose of the entire wastewater treatment permit capacity of 11.0 MGD/33.0 MGD and 12.0 MGD/36.0 MGD, respectively, and include pump stations and process piping within the AWWTF boundaries to connect the new deep injection wells to the HLD-compliant water production facility and any other connection required for regulatory compliance. This will include tasks and activities such as, but not limited to, engineering, design, survey, technical specifications, permitting, inspection and funding support necessary to construct the process expansions. The design-builder is required to comply with all other construction methods for this work, including those to minimize noise, dust, and other impacts to surrounding residential neighborhoods. The design and construction services rendered by the design-builder shall result in a complete, functional, and operable project. The project includes the following main elements: Review and analyze previous planning level design reports and construction associated with the HLD process expansions. Provide and collect any sampling necessary for process expansion to meet the required effluent criteria. Develop the process design and site layout and identify all process improvements necessary to meet HLD requirements. Develop and submit all necessary permitting including a preliminary engineering report for support of a FDEP operating permit major modification. Provide a detailed project execution plan indicating how the process expansion will occur without negative impact to existing facility operations. The plan should include a detailed schedule and address roles and responsibility for major construction activities and should be critical path based. Provide Systems Integration including all SCADA upgrades to interface with all necessary instrumentation and controls equipment and electrical circuits and conduits. Furnish and install all required equipment. Furnish and install all ancillary piping, power, tie-in connections, and temporary bypass pumping and piping to facilitate successful construction and commissioning of the improvements without any interruption to the existing facility operations. Construct all assemblies and process improvement as required by State Rule and City Code ensuring facility operations will be able to maintain Class I reliability operations standards where required. Relocate existing utilities and appurtenances in conflict with the improvements as required.
