Site work and paving for a mixed-use development in Massena, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Construct 2023 Street Improvements including all labor, materials and equipment necessary for pavement removal, 6,600 square yards of full width PCC street construction, 320 linear feet of curb and gutter construction, subgrade preparation, modified subbase, longitudinal subdrains, storm sewer, intakes, manholes, manhole adjustments, driveway and sidewalk construction, grading, traffic control, surface restoration and miscellaneous associated work, including cleanup. Each successful bidder will be required to furnish a corporate surety bond in an amount equal to 100% of its contract price. Said bond shall be issued by a responsible surety approved by the City of Massena and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Massena from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of four years from and after acceptance of the contract. All Contractor(s) and subcontractor(s) are required to obtain tax exemption certificates from the City of Massena, Iowa for this project. These tax exemption certificates are only for use on this specific project as covered under the Contract. Before final payment will be made on this project, the Contractor(s) and subcontractor(s) shall provide lien waivers as required in the Specifications. If Alternate Bid 1 and / or Alternate Bid 1.1 are selected, all work including site stabilization but excluding final seeding shall be completed by November 17, 2023 and final seeding shall be completed by May 31, 2024. If Alternate Bid 2 and / or Alternate Bid 2.1 are selected, all work including site stabilization but excluding final seeding shall be completed by July 31, 2024 and final seeding shall be completed by September 30, 2024. Failure to complete the work under the specified schedule will result in liquidated damages of $500.00 per day for each day work remains uncompleted after the interim completion date or after the final completion date, with due allowance for extensions of the contract period due to conditions beyond the control of the Contractor.
