The County of Stanislaus (County) is issuing this Request for Proposals (RFP) seeking qualified and experienced organizations with expertise in long-term capital improvement and replacement plan to have its parks and recreation facilities evaluated to help determine long-term capital improvement and replacement needs. This assessment will assist the department in coming up with a replacement/maintenance plan as well as budgeting for the County's Park and Recreation Department located at 3800 Cornucopia Way, Modesto CA 95358. The County is seeking a consultant to assist in compiling information on its parks and recreation facilities to help develop a long-term plan for maintaining, renovating, and replacing facilities. The selected firm will use existing reports, such as the 2018 Parks and Recreation Master Plan, provided by the County to the consultant, along with site visits, discussions with staff to develop the assessment. The County is not anticipating that the assessment will involve prioritizing needs, but rather focus on documenting existing conditions, projecting anticipated life cycles, and estimating replacement costs. The County is seeking a qualified consultant team with relevant experience and knowledge to: (1) Study existing information, reports, and other data that is available about the County's Park and Recreation facilities; (2) Conduct site visits to review and document existing conditions; (3) Develop a facility inventory that includes age, existing condition, life expectancy, plan-level replacement costs, and other information that may be needed to plan for long-term renovation and replacement costs; (4) Prepare and present a draft assessment for feedback; and (5) Prepare and present final assessment. The information compiled in this process will help the County determine how best to plan for and fund its long-term capital and deferred maintenance needs for parks and recreation facilities. Stanislaus County is centrally located within 90 minutes of the San Francisco Bay Area, Sacramento, Sierra Nevada Mountains, and California's Central Coast. There are nine incorporated cities within Stanislaus County: Ceres, Hughson, Modesto, Newman, Oakdale, Patterson, Riverbank, Turlock, and Waterford. There are 14 unincorporated communities within the County: Crows Landing, Denair, Empire, Eugene, Grayson, Hickman, Keyes, Knights Ferry, La Grange, Salida, Valley Home, and Westley. With an estimated 551,275 people calling Stanislaus County home, the community reflects a region rich in diversity with a strong sense of community. Stanislaus County Parks & Recreation (County) maintains five regional parks, 22 community/neighborhood parks, two Off-Highway Vehicle (OHV) parks, four cemeteries, two bridges, La Grange Historical areas, five fishing access points along rivers and lakes, one swimming pool, one organized youth camp, and numerous acres of open space and river bottom. Stanislaus County Parks and Recreation staff are not only responsible for maintaining the County's public parks, but also for maintaining numerous streetscape, right-of-way, and storm water basin areas. The County also owns and manages portions of the Tuolumne River Regional Park (TRRP), a joint-partnership park. The other managing parties include the City of Modesto and City of Ceres. This regional asset totals approximately 510 acres and runs east to west across the County along the Tuolumne River. The County's parks are in a variety of conditions.
