Cumberland County is seeking separate Technical and Cost Proposals from a qualified firm (or firms if presenting a proposal together) (hereinafter referred to as "Proposer") to provide facilities master planning services to address the County's current and future space needs. The facility master plan (hereinafter referred to as "Plan") goals include: o Inventory and assess the adequacy of existing facilities to serve County functions. o Development of space standards that allow the County to best serve its constituents. o Inventory County land holdings and assess their ability to support new facility development. o Determine future space needs for future horizon years of 2030, 2040 and 2050. o Develop and analyze facility alternatives to meet current and future space needs including but not limited to rehabilitation/expansion of existing buildings, purchase of new buildings and construction of new facilities on County-owned or other purchased land. o Conduct a quantitative and qualitative analysis including cost benefit for each alternative. o Develop a feasible implementation plan with a reliable schedule and budget.
