i) This Agreement is for services to be rendered or supplies, equipment, or products provided (the "Product") by Provider to County with respect to (insert type of project): ii) By executing this Agreement, the Provider represents and agrees that Provider is qualified to perform and fully capable of performing and providing the Product required or necessary under this Agreement in a fully competent, professional and timely manner. iii) Time is of the essence with respect to this Agreement. iv) The Product to be performed under this Agreement consists of Basic Services, as described and designated in Section 3 hereof. Compensation to the Provider for Basic Services under this Agreement shall be as set forth herein. v) This Agreement involves the use or expenditure of federal sourced funds. Addendum 1 is made part of this Agreement and is fully incorporated herein. For internal processing, including tabulation of proposals, please provide your company's Federal Employer Identification Number. Pursuant to G.S. 132-1.10 (b) this identification number shall not be released to the public. This page will be removed and shredded, or otherwise kept confidential, before the procurement file is made available for public inspection. Orange County is a richly diverse community in the central Piedmont of North Carolina. It anchors the western edge of the Research Triangle region with Chapel Hill being the home of the flagship campus of the University of North Carolina. The towns of Carrboro and Hillsborough are also located here in addition to approximately 90 percent of the county land area which is unincorporated. The city of Mebane straddles the western county line, but focuses its identity and collaboration more with Alamance County and communities to the west. The county and towns have a rich history of collaborating on issues of mutual concern and interest. Although each have their own affordable housing plans and studies, there is a shared interest among all the local governments to come together to develop a Countywide blueprint for collaboratively addressing the increasing complexity of the affordable housing challenge we face as a community. Orange County is one of the more expensive housing markets in the state. Currently, 30% of households in the County are cost-burdened. Over 52% of renters have difficulty affording their homes. The overall goals of the housing needs assessment and blueprint are to assess the need for affordable housing and the landscape of existing housing programs and services to address this need, create a framework of existing strategies and plans to address the need with clearly identified roles for each of the jurisdictions, and develop shared targets for affordable housing to work towards together. Through this process, we aim to create an affordable housing blueprint for Orange County, identifying those areas of mutual agreement across jurisdictions, while allowing space for each jurisdiction to address areas of special concern within their jurisdiction. The Consultant will take a comprehensive countywide approach that centers racial equity and the voices of those most impacted by affordable housing issues in our County. The Consultant will work closely with residents, nonprofit organizations, local and county government staff, and other identified stakeholders. This solicitation is Federally Funded. Question Submission Deadline Consultant July 21, 2023 To accommodate the Proposal Questions process, Consultants shall submit any such questions by email to Jovana Amaro, Purchasing Agent, at jamaro@orangecountync.gov copying Corey Root, Housing Department Director at croot@orangecountync.gov by 5:00 pm on July 21, 2023. Responses to all questions will be provided by the above deadline.
