The City of Mesa is seeking qualified Consultants to provide professional services on an on-call basis in the following area/category: Cost Estimating Services. All qualified firms that are interested in providing these services are invited to submit their Statements of Qualifications (SOQ) in accordance with the requirements detailed in the Request for Qualifications (RFQ). The cost estimating consultant firms shall be knowledgeable in design and construction practices, and procedures for the civil, architectural, mechanical, and electrical disciplines regarding the constructability review and estimating services of contract documents. Qualified consultant firms shall have the ability to prepare and present detailed construction cost estimates while considering relevant factors such as construction methodology, quantity surveys, labor and equipment costs, labor and equipment productivity, material costs and procurement, scheduling, phasing, value, constructability, and risk. The qualified firms shall be familiar with State and Local regulations relating to design and construction, including Arizona Revised Statute Title 24 and, Title 34, Maricopa Association of Governments (MAG) Uniform Standard Specifications for Public Works Construction, and Mesa Amendments to MAG. In addition, qualified firms shall be familiar with the City of Mesa s Standard Details and Specifications, General Conditions, and General Conditions Appendices. Contact with City Employees. All firms interested in this project (including the firm s employees, representatives, agents, lobbyists, attorneys, and subconsultants) will refrain, under penalty of disqualification, from direct or indirect contact for the purpose of influencing the selection or creating bias in the selection process with any person who may play a part in the selection process. This policy is intended to create a level playing field for all potential firms, to assure that contract decisions are made in public, and to protect the integrity of the selection process.
