Renovation of a municipal facility in Charlotte, North Carolina. Completed plans call for the renovation of a municipal facility.

Direction to Bid Box: Take the elevator or stairs to the 2nd floor, follow the directions for "City Procurement" to arrive at Room # 200A. The pink color bid box is located across from Room # 200A. PRE-BID MEETING AND SITE VISIT ATTENDANCE Prospective Bidders, subcontractors, specialty contractors, and suppliers will have an opportunity to ask questions and familiarize themselves with the Project. A walk-through of the projectsite will occur directly after the pre-bid meeting to obtain a better understanding of the project scope of work. Any information exchanged during the meeting that impacts the project bid documents or the bid process is non-binding unless subsequently issued in an addendum. The pre-bid meeting and site visit are not mandatory, but attendance is strongly advised. RIGHT TO REJECT The City of Charlotte reserves the right to reject any and all bids and to waive any informalities or technicalities as it may deem to be in its best interest. DESCRIPTION OF WORK: Removal and disposal of all existing asphalt built-up roof system, metal flashings, and counterflashings. Existing metal wall panels and balustrades are to remain. Furnish and install new single ply PVC roof system consisting of new flat and tapered polyisocyanurate insulation, gypsum cover board, fully adhered 50 mil PVC membrane and all flashings, wood blocking and metal flashings. Furnish and install new liquid applied drain re-lining at two (2) existing overflow drains and drain leaders. Remove and reinstall all existing surveillance and electrical equipment needed to complete the reroofing work. All disturbed rooftop equipment is be returned to original functionality after completion of the roofing project. Removal and disposal of all existing asphalt built-up roof system, metal flashings, counterflashing's, gutters and downspouts. Furnish and install new single ply PVC roof system consisting of new flat and tapered polyisocyanurate insulation, gypsum cover board, fully adhered 60 mil PVC membrane and all flashings, wood blocking, metal flashings, gutters and downspouts. Remove existing metal roof panels in a manner that will allow for reinstallation without damage. Install new high-temperature underlayment and re-install existing metal roof panels. Incorporate metal roof panels into above and below single ply roofing systems. ADD EXPERIENCE MODIFICATION RATING (EMR) An EMR of .9 or less, averaged over the last three (3) years, is required to be considered for award of this project. A letter, on Insurance Carrier's letterhead, documenting EMR Factor rating is required at time of Bid and must be included in the Bid Submission. SUBSTITUTION DURING BID PHASE The intent of these bid documentsisto comport with North Carolina General Statute 133-3 in all instances. Refer to AIA 701 3.3 SUBSTITUTIONS for additional information. Substitution requests will be accepted only from general contractors who have purchased the bid documents. Submit e-mail requests as follows: x The subject line must identify: o The fact that it is a substitution request, o The name of the project, and o The specification section number for the product; x All materials shall be in PDF format; x Manufacturer's model number, and other pertinent identification; x Attest that the alternate material is in compliance with all specification requirements; and x A line by line comparison of the substituted product compared with the specified products shall be included with the product information. Equivalent submittals shall specify manufacturer's model number, and other pertinent identification, and attest that the alternate material is in compliance with all specification requirements All requests must be submitted no later than seven (7) full calendar days, as stated herein or as amended by addendum, prior to the day that bids are due. A 5% bid security is required with each bid that equals or exceeds $300,000. Until further notice, the Owner will accept electronically executed bid bonds to satisfy the requirements of N.C.G.S. 143-129(b). In order for electronically executed bid bonds to be valid, a principal and N.C. licensed surety must agree to transact by electronic means. Additionally, the Owner requires the bidder and surety to use digital signatures that have the following characteristics: (a) each signature is unique to the person using it; (b) the signatures are capable of certification; (c) each signature is under sole control of the person using it; and (d) each signature is linked to document in such a manner that if the text of the document is changed, the electronic signature is invalidated. The notary requirement is waived for bid bonds that are signed electronically.
