The City of Mesa is seeking a qualified Construction Manager at Risk (CMAR) to provide Pre-Construction Services assistance and complete Construction Services as the CMAR for the Westwood Street Water Main Improvements & Raised Sidewalk and Signal Reconstructions Project. All qualified firms that are interested in providing these services are invited to submit their Statements of Qualifications (SOQ) in accordance with the requirements detailed in the Request for Qualifications (RFQ). The purpose of this project is the installation of new 8-inch to 12-inch ductile-iron water mains, a water main loop at Carson Jr. High School, a 2-inch polyethylene gas main, along with raised crosswalks and signal reconstruction located in Westwood and 6th Street. The project boundaries are defined as follows: On Westwood from North of University Drive, South of Rio Salado Parkway, and on 6th Street between Extension Road and Country Club Drive. The selected CMAR will be tasked with installing new water mains, gas mains, service connections, raised crosswalks and signal reconstruction, utility coordination, school programing coordination, and traffic control. The existing water and gas mains will be abandoned. Water and gas scope will encompass new water mains, new water valves, fire hydrants, service lines, air release valves, and water meter boxes for water improvements, new gas valves, and service lines for gas. Utility coordination as needed. The City may include other miscellaneous improvements at the Site, as needed. The video conference Pre-Submittal Conference is not mandatory. All interested firms may submit a Statement of Qualifications whether they attend the conference or not. All interested firms are encouraged to attend the Pre-Submittal Conference since City staff will not be available for meetings or to respond to individual inquiries regarding the project scope outside of this conference. In addition, there will not be meeting minutes or any other information published from the Pre-Submittal Conference. Contact with City Employees. All firms interested in this project (including the firm s employees, representatives, agents, lobbyists, attorneys, and subconsultants) will refrain, under penalty of disqualification, from direct or indirect contact for the purpose of influencing the selection or creating bias in the selection process with any person who may play a part in the selection process.
