QUESTIONS DUE: JULY 20, 2023, NO LATER THAN 2:00 P.M., EDT via Periscope S2G BIDS SHOULD BE BASED UPON THE FOLLOWING DESCRIPTION OF WORK: This is a design-build project to provide a full turn-key replacement of the main electrical switchboard. The Scope of Work includes, but is not limited to design, engineering, permitting, contractor labor, tools, equipment, materials, and electrical equipment to perform ALL work necessary to replace the main switchboard with a new switchboard. The proposal and contract for work shall include all costs associated with Florida Power & Light (FPL) standby time and work necessary for evaluation, design, and replacement of the main switchboard and any associated equipment. The proposal and contract shall also include the rental of a temporary emergency generator and all fuel costs necessary to execute the work. The design and construction shall incorporate all the requirements set forth in this ITB document and shall comply with the 2023 Edition of the District Master Specifications (DMS) the 2023 Edition of the District Design Criteria, the 2020 Edition of the Florida Building Code, the 2017 Edition of the National Electrical Code, and all other applicable codes and specifications. If the existing switchboard gear fails prior to its replacement, the Awarded Contractor shall be responsible to provide emergency, temporary power to the entire school until the new switchboard arrives, is installed, and is approved for use by BCS. CONTRACT REQUIREMENTS: The Awarded Bidder (hereinafter called the Contractor) shall assign a Project Manager for the project. The Project Manager shall be the single point of contact between the District and the Contractor. The District contact person is the District's Senior Project Administrator, and all scheduled work shall be coordinated through the Senior Project Administrator. The contractor shall not take direction from school stai nor other District personnel. The Contractor shall obtain the services of a Florida Registered Professional Engineer to provide assessment of existing conditions and to provide engineering plans and speciifications for the replacement of the Main Switchboard. Complete engineering plans and specifications shall be designed, signed and sealed by a Florida Registered Professional Engineer and shall be submitted to the School District Building Code Services department for review, approval, and permitting. Construction shall NOT begin until a permit is issued by Building Code Services. The Contractor must yield verify all existing conditions prior to the start of work. The design shall include a wall repair detail if any of the work requires penetrating a Fire or Smoke Barrier. Since the rest of the electrical distribution system will remain unchanged, providing breakers and disconnects with the latest generation of the same platform will allow the characteristics of the new equipment to closely match those of the existing. The new units shall have a similar footprint and electrical connections as the existing equipment. The Contractor shall provide an on-site storage unit (such as a Conex box) for the protection of the equipment upon its arrival at the site, or the Contractor shall store the new equipment in a bonded warehouse. The Contractor shall be responsible for any damage or theft incurred to the equipment between delivery and installation. Upon removal of the existing switchboard, the contractor will allow the District M&PO personnel to inspect the removed switchboard and to remove and retain any of its components. After District sta have released the existing switchboard, the contractor shall remove it and shall properly dispose of it. The Contractor shall install the new main switchboard in accordance with manufacturer's guidelines and the direction of the Registered Florida Professional Engineer. The Contractor shall install a Transient Voltage Surge Suppression Protective Device with replaceable modules per DMS. All terminations will be torqued per manufacturer specifications. The Contractor shall be responsible for all required coordination with FPL and coordination of inspections through BCS. The Contractor shall provide temporary electric via a temporary generator to all areas impacted during removal and installation of the new equipment. The temporary generator shall provide power to all equipment and devices currently supplied by the existing school generator. The District owned generator shall not be utilized during construction and shall only be activated as back up to the temporary generator in case of an emergency. This is a complete "turn-key" project. The contractor is required to provide all equipment, labor, demolition, materials, programming, rigging, concrete and masonry work, electrical work, door/framework, commissioning, etc. that is required to replace the main electrical switchboard. If the existing switchboard gear fails prior to its replacement, and the District is unable to restore power within 24 hours of the failure, the District shall notify the Contractor that temporary power is required. The Contractor shall immediately provide emergency, temporary power to the entire school so that the school and all its systems may continue to function. Such temporary power shall be operational within 72 hours of notification from the District. A plan for providing temporary power in the event of the switchboard failure shall be included in the project design and permit, and, in the event of a switchboard failure, the temporary power installation shall be inspected by BCS. Contract time: It is anticipated that purchase and delivery of the new equipment will be a lengthy process. As such, Substantial Completion of the project shall be within 455 calendar days after the contractor receives the Notice to Proceed. This allows 105 days for design and permitting, 320 days for equipment purchase and delivery, and 30 days for installation. The Contractor should make any reasonable efforts to expedite this timeframe. Time is of the essence to replace the main switchboard because the existing equipment has reached its life expectancy. Final Completion shall be 75 days after Substantial Completion. Final completion is determined when all BCS plan review comments and inspection comments are satisfied, As-Built drawings have been submitted and approved by BCS, all punch-list items are satisfied, and a Certificate of Completion has been issued by BCS. The contractor shall warrant that work performed under this contract conforms to the contract requirements and is free of any defects in design, equipment, or material furnished or workmanship performed by the contractor or any subcontractors or supplier at any tier. This warranty shall continue for a period of one year from the date of final acceptance. General Requirements: The Contractor must coordinate equipment lead time with the manufacturer and shall keep the District advised of the delivery schedule and any issues or delays in the delivery of the new equipment. Upon delivery of the new equipment, the Contractor shall provide the District with a preliminary work schedule for coordination with the school's schedule. Despite the urgency to replace the existing switchboard, work shall be scheduled to prevent disruption to school instruction and activities to any extent possible. It is, therefore, presumed that the replacement will occur during a District break when school is not in session, unless the Contractor can provide a plan that is acceptable to the District to perform work on nights and weekends without disrupting the school operations. All work is to be coordinated with the District Senior Project Administrator (SPA). A Preconstruction meeting will be scheduled by the SPA with the school and the Contractor prior to commencement of work. The Contractor shall be responsible for personnel safety during all work related to this project. The contractor shall provide all safety barriers, etc. required by the School District (DMS) and OSHA to protect workers, School stai, and Students. The Contractor will clean up the work area daily and remove all trash and debris associated with his work. If any School property or equipment is damaged by the Contractor, all replacement costs will be the responsibility of the Contractor. All employees under this contract are subject to the rules of the School District applicable to their conduct. All employees shall be badged according to School District requirements and the Jessica Lunsford Act. No employees or visitors may smoke (including nicotine, non-nicotine, and vape products), consume alcohol and/or drugs, or possess any firearms on District property. The Contractor shall follow all school requirements for on-campus behavior, scheduling, parking and traic regulations. The awarded Contractor will submit for approval any Material Safety Data Sheets (MSDS) for all chemicals that are intended to be on site. Submittals and permitting will be reviewed and responded to electronically. Existing work (walls, ceilings, partitions, ioors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled or replaced with new work, and reinished and left in as good condition as existed before commencing work. It is recommended that the Awarded Contractor take pre-construction photos of all existing equipment and conditions. Additional Information: A coordination study will not be required. However, the contractor must obtain the fault current available on the secondary side of power company transformers, and the switchboard's AIC (ampere interrupting capacity) ratings must exceed the available fault current. The information on available fault current from the power company must be documented to BCS (an email or a letter from the power company will be required). The new switchboards do not need to be the same manufacturer as the existing switchboards but must comply with the District Master Specs. Any required wire splicing must be installed outside the switchboard in an auxiliary wiring gutter. The District would like the new equipment, when received, be installed as quickly as possible. The District recommends shift work, with 2-3 shifts, as required. ESTABLISHED PROJECT BUDGET FOR CONSTRUCTION: $2,000,000 ($1,000,000 each)
