The four (4) project sites are shown on the Project Location Map, Attachment G, and within the city of Lathrop at the following locations: 1. Harlan Rd. Wastewater Pump Station - NO SITUS, near 11850 S. Harlan Rd. 2. Thomsen Park - 435 Thomsen Road 3. Easy Ct. Stormwater Pump Station - 371 Easy Court 4. The Work shall be complete, and all work, materials, and services not expressly shown or called for in the Construction Documents which may be necessary for the complete and proper construction of the Work in good faith shall be performed, furnished, and installed by the Contractor as though originally specified or shown in said Construction Documents, at no increase in cost to the City The value of the work contemplated by the base bid schedule is estimated at $105,000 and requires the following bonds at the indicated percentages of contract value: Bid (10%), Payment (100%), Performance (100%) and a Guaranty Bond (10%) at the completion of the project, valid for one year. A valid California Class C-13 (Fencing) Contractor's license is required to bid on this project. In accordance with SB 854, all contractors who bid or work on Public Works projects for the City of Lathrop are subject to the following requirements: DIR Registration. Each Bidder submitting a proposal to complete the work, labor, materials and/or services ("Work") subject to this procurement must be a Department of Industrial Relations registered contractor pursuant to Labor Code Section 1725.5 ("DIR Registered Contractor"). A Bidder who is not a DIR Registered Contractor when submitting a proposal for Work is deemed "not qualified" and the proposal of such a Bidder will be rejected as non-responsive. Pursuant to Labor Code Section 1725.5, all Subcontractors identified in a Bidder's Subcontractors' List shall be DIR Registered Contractors. If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors. LIQUIDATED DAMAGES If the Contractor fails to complete the Work within the time specified for Substantial Completion in the Contract, then the Contractor does hereby agree, as a part consideration for the awarding of this Contract, to pay to the City, as liquidated damages and not as a penalty, the sum of $100 per each working day beyond the dates set forth in the Agreement that the Contractor fails to achieve Substantial Completion for the Project. The said amount is fixed and agreed on by and between the Contractor and the City because of the impracticability and extreme difficulty of fixing and ascertaining the true value of the damages that the City will sustain by failure of the Contractor to complete the Work on time, including damages, some of which are indefinite. Said amount is agreed to be a reasonable estimate of the amount of damages which the City will sustain and said amount shall be deducted from any monies due or that may become due to the Contractor, and if said monies are insufficient to cover said damages All communication relative to the administration of this work shall be directed to Ken Reed, Senior Construction Manager, at kreed@ci.lathrop.ca.us, (209) 941-7363 or by calling the Public Works Department at (209) 941-7430. The City of Lathrop is located in the San Joaquin Valley, 70 miles east of San Francisco, CA and has an approximate population of 35,000 people. The work will provide fencing to secure utility pumping facilities and the equipment therein at sites 1, 3 and 4. The work at Thomsen Park will enable the City to convert this park to a dog park by constructing a sally port, allowing guests to enter and leave the park while preventing a dog's unintentional entry or exit The work to be performed under this contract is generally described as, but not necessarily limited to demolition and offhaul of existing steel and chainlink fencing, and provision of materials for and the construction of a concrete vehicle barrier wall and tubular steel fencing at four (4) Cityowned sites within Lathrop city limits. All project materials shall be supplied by the Contractor, and the Work shall be performed in accordance with the Standard Specifications and the Construction Documents as defined in the General Conditions. The Work shall be complete, and all work, materials, and services not expressly shown or called for in the Construction Documents which may be necessary for the complete and proper construction of the Work in good faith shall be performed, furnished, and installed by the Contractor as though originally specified or shown in said Construction Documents, at no increase in cost to the City.
