Demolition and site work for a mixed-use development in Midland, Michigan. Working plans call for the demolition of a residential development; and for site work for a residential development.
Reference Number 0000324038 ompetent service providers to assist with demolition and site restoration services under FEMAs Hazard Mitigation Grant Program. Project involves services for up to 21 properties that were damaged by freshwater flooding in May 2020. The purpose of this RFP is to select and contract with a licensed contractor that can provide the necessary demolition and site restoration services for properties that will be acquired and demolished using funds provided by the Hazard Mitigation Grant Program (HMGP). Property demolitions will occur in phases. The first demolition is anticipated to occur as soon as 30 days after award of this contract. Demolition and site restoration for each property must occur within 90 days of receipt of a notice to proceed from the City. All demolitions and site restorations must be completed by January 5, 2025, the end of the grant period. Proposers must be a licensed contractor and have demonstrated experience with demolition of structures, abandonment of septic tanks and wells, and restoration of sites in the State of Michigan. Proposers must also possess insurance coverages acceptable to City as defined herein. DO NOT CALL - the telephone number is provided for courier delivery purposes only Scope of Services Scope of Work -The service provider(s) is to provide services including but not limited to the following areas: Compliance with all Federal and State grant requirements, including those associated with FEMA and the State of Michigan Department of Environment, Great Lakes, and Energy (EGLE). Obtaining the required demolition permit and soil erosion and sedimentation control permit from the City of Midland. Coordinate all utility disconnections with appropriate utilities. Calling Miss Dig prior to work commencing. Coordinating with City-contracted archaeological monitor to ensure monitoring during all ground disturbing activities for up to 15 of the 21 properties, as indicated in Exhibit A. Providing for the proper abandonment of any and all existing septic tanks and wells. Utility disconnection for all underground utilities will take place by the contractor. All utilities will be cut and capped at the right-of-way line. Demolition of all structures, above and below ground, and impervious materials. It will be assumed that the structure contains asbestos; therefore, the contractor will be responsible for complying with all asbestos related rules and codes. Grading of the property to be of a natural grade to match the natural drainage course of the surrounding area. Seeding of grass over any disturbed soil to limit erosion. Demolition and site restoration services are expected to be completed for properties included in Exhibit A. Mandatory Service Specifications include the following: Necessary licensing and certification; Contractor must not be listed on the government-wide exclusions in the System for Award Management (SAM) https://www.sam.gov/SAM/; Relevant experience and project understanding; Adequate staff, equipment, and technical knowledge; Readiness and ability to complete assigned tasks and functions within required timeframe; Cost proposal for typical work activities according to specifications outlined above; Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Shortlist Confirmed.
