A Job Order Contract ("JOC") is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing Task Orders to the successful contractor during the two-year term of the contract. The work is to be performed in San Francisco, San Mateo, Santa Clara, and Alameda Counties. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The Local Business Enterprise (LBE) subcontracting requirement is 8.00%. The LBE subcontracting requirement can only be met with online certified San Francisco Micro and Small-LBEs. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with online in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on online Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to online Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Boiler, Hot Water, Steam Fitting Construction; Boiler, Hot Water, Steam Fitting Equipment and Supplies; Electrical; Energy Efficiency Heating, Ventilation, Air Conditioning (HVAC) Construction, General Engineering Construction; Hazardous Materials Handling; Heating, Ventilation, Air Conditioning Construction (Non-Specialized); Insulation and Acoustical Construction; Proprietary Equipment(s) / Special Material(s) to Match Existing; and Trucking and Hauling. The specialized scopes of work will require factory trained technicians to install, repair, and maintain existing HVAC equipment in SFPUC facilities. A Class "C-20" California Contractors License is required to bid. In addition to a C-20 License, the prime bidder must have successfully completed work on three public works projects within the past ten years, each project with a minimum construction value of $1,500,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The Local Business Enterprise (LBE) subcontracting requirement is 8.00%. In addition to a C-20 License, the prime bidder must have successfully completed work on three public works projects within the past ten years, each project with a minimum construction value of $1,500,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
