The County of Butte is soliciting for a firm to augment the services provided by the Butte County Development Services Building Division. Services include Building Permit Processing, Plan Review and Inspection Services. The County anticipates that the Contractor(s) selected for this work shall provide at the County's option, the plan review, permitting and inspection services as described below, whole or in part and/or by using one of the packages defined below as the County's needs dictate. A. Plan Review - Residential and Non-residential for Structural And Non-structural Design. Compensation for plan review services shall be determined on a percentage basis. Percentages shall be based on a percentage of the plan review fee paid to County for permits. The maximum fee paid to Contractor shall not exceed 70% of the plan review paid to the County. Proposals shall be submitted on the following plan review breakdowns: A1 - Plan Review Package Residential and Non-Residential, Structural-Only Plan review shall be based on the California Building Code and all referenced standards (California Building Standards Code). A2 - Plan Review Package Non-Residential, Complete Plan Review Plan review shall be based on the California Building Standards Code and applicable state and federal regulations. A3 - Plan Review Package Non-Residential, County Building Permits Complete Plan Review Plan review for County owned or leased buildings shall be based on the California Building Standards Code, LEED, and applicable state and federal regulations including American with Disabilities Act (ADA). A4 - Plan Review Package Residential, Complete Plan Review Plan review shall be based on the California Building Standards Code and applicable state and federal regulations. A5 - Plan Review Package Additional Iterations, Change Orders, and Deferred Submittals Contractor shall perform up to three (3) plan review iterations for each assigned permit for the percentage agreed upon to be paid by County. Additional plan reviews over the three iterations shall be reimbursed according to the hourly rate agreed upon for this package. Provide detailed descriptions of B. Building Inspection and C. Permit Processing elements within the Draft Scope of Work. B. Building Inspection Package Provide hourly rate and a typical notification time required by Contractor to provide inspection staff to County. C. Permit Processing Package Provide hourly rate for permit processing services.
