Final award of Contract will be made based on the lowest, responsive and responsible bid which offers the best value. The University of Kentucky, Construction Procurement Section, reserves the right to reject any and all bids and to waive all formalities and/or technicalities where the best interest of the University may be served. The time for substantial completion for all phases shall be Sixty (60) consecutive calendar days and Final Completion shall be Thirty (30) consecutive calendar days thereafter. Substantial Completion will include all site restoration completed, site clean-up and fully functional.
