NOTICE TO ALL 8(a) SMALL BUSINESS OFFERORS SUBJECT: Request for Proposal (RFP) FA890323R0032, Optimized Remediation Contract at McConnell Air Force Base, Kansas. 1. The 772d Enterprise Sourcing Squadron (772d ESS) in conjunction with the Air Force Civil Engineer Center, Environmental Directorate (AFCEC/CZ) anticipates awarding the subject requirement as a Firm Fixed Price (FFP) contract. Pursuant to Section 8(a) of the Small Business Act (15 U.S.C. 637(a)(1)) and in accordance with the Federal Acquisition Regulation (FAR) Part 19.808-2 and the executed Partnership Agreement between the U.S. Small Business Administration (SBA) and the Department of the Air Force. The SBA has accepted this offering for Environmental Remediation Services for Optimized Remediation Services at McConnell Air Force Base, Kansas, NAICS-562910. 2. Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Request your proposal remain valid for Government acceptance for a period of 280 days after receipt of proposal. 3. The purpose of this effort is for Optimized Remediation Services at McConnell Air Force Base, Kansas. The requirement shall be completed in accordance with all applicable technical and regulatory requirements and the Performance Work Statement (PWS) dated 11 May 2023, provided as Attachment 2 to this notice. The Base Support Letter (BSL) is also provided as Attachment 3. 4. The Period of Performance (PoP) will be approximately 10 years from date of award. One (1) base year, and Nine (9) option years (1 year options). 5. This RFP is issued as a competitive Section 8(a) Set-Aside. Only eligible, certified Section 8(a) program participants may submit proposals in response to this RFP. It is the responsibility of the interested party to check frequently for any changes to the solicitation. Hard copies of the solicitation will not be provided. All responsible and eligible sources may submit a proposal which shall be considered by 772 ESS/PKB. 6. Proposals received after 17 July 4:00 PM CDT will be considered late and excluded from the evaluation. 8. Although the DoD SAFE link will be valid for 14 days after receipt, the proposal due date and time for this solicitation is 17 July 4:00 PM CDT. Proposals received after 17 July 4:00 PM CDT will be considered late. 10.
