Contract consists of the construction of approximately 228 lineal feet of pipe sewers, varying in size from 12" to 18" in diameter and appurtenances to be constructed. Located south of I-64 and west of South Lindbergh Blvd, in the City of Frontenac, Missouri. the District to begin and shall complete all work within one hundred eighty (180) calendar days. The District reserves the right to reject any and all bids, offers or proposals submitted, to accept the proposal that it deems to be to its best interest, or to advertise for new bids. The District reserves the right to defer the acceptance of any proposal and the award and execution of a contract for a period not exceeding ninety (90) days after the date of opening the bids. The successful bidder, whose proposal has been accepted, shall sign the Contract in duplicate, and return the signed documents within fifteen (15) days after the date of their receipt. At the same time the successful bidder shall also file with the District two (2) copies of both a Contract Bond for one hundred (100%) percent of the contract amount, and an acceptable Certificate of Insurance and Insurance Binder or policy for the required insurance coverage. The Metropolitan St. Louis Sewer District (District) has established a total combined goal of at least 17 percent for Minority Business Enterprise (MBE) (African American) utilization for all non-building construction contracts in the amount of $50,000 or more. Additional workforce requirements apply to contracts in the amount of $500,000 or more. These requirements are further explained in the attached MBE Utilization and Workforce Program Non-Building Construction Projects procedure. All bidders including certified Prime MBE's must achieve the required 17.00% MBE (African American) subcontract utilization goal by obtaining the additional participation from certified MBE's. The Bid Proposal shall be prepared on a Proposal Form, provided by the District, in accordance with Section 2.3, FORM OF PROPOSAL, of the General Project Specifications. Bids not submitted on District provided forms will be rejected. The proposal shall be accompanied by a certified check or cashier's check on a bank or trust company in St. Louis County or in the City of St. Louis or by a bidder's bond, for an amount not less than five (5%) percent of the bid amount as bid security to the District.
